CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> next week, but there are mid to high fifties (50's) in salary but averaging about $75,000-$80,000 <br /> for each of the positions with benefits. This is where the net new burden on the Operations Funds <br /> is coming from our proposed budget and that's the breakdown. Our PDI that we track, our private <br /> investments for projects, owner occupied rehab,home buyer assistance, and residential ends. You <br /> can see we want to report an update of where we are with ADI's of last quarter and quarter two (2) <br /> at the end of June; we are roughly on track with 2018 goals. Those were actually stretched goals <br /> of what we thought,but we are on track, even with the tightening with unemployment rate. Going <br /> through some accomplishments on inflation, transportation, and Parks and Public Safety, we are <br /> excited about the Martin Luther King,Dr. street;we removed a lot of uneasy pavement and opened <br /> new development opportunities. There's the City Cemetery improvements, the Colfax two (2)- <br /> way and LaSalle intersection conversion. There's the completion of the Western Avenue Phase II <br /> which was last Fall.There's the cross streets that are located on Colfax by the Morris and stretching <br /> all the way down to Main Street. There are the renovations to Charles Black Recreation Center, <br /> that are expected to be completed in the upcoming weeks. There's been a lot of design work <br /> anticipated from the TIF Fund, in addition to the general obligation bond for parks and trails <br /> projects. The Howard Park project is coming along. The Seitz Project is a little behind due to the <br /> Notre Dame Hydro Project,but more or less looking to be completed in 2020. There's also been a <br /> lot of Public Works investment, if you recall we passed the water rates and we are committed to <br /> substantial TIF resources for water capital projects and there are still more plans for next year. <br /> He went on,we were excited for the South Shore's alternative study,we think we got a lot of good <br /> information about additional alternatives than moving it from one (1) side of the airport to the <br /> other and we look forward to continuing dialogue on that. Fire Station#4 has opened and that was <br /> with the use of the River West TIF Funds, and that was paid for in cash and not with a bond. We <br /> try to use cash when it's available, but oftentimes it's been appropriate to use bond finances for a <br /> fire station like that. Planning a Neighborhood Revitalization, we are excited to do the Portage <br /> Neighborhood Visioning,a week-long session,and we have some proposals coming out of that for <br /> next year in tomorrow's presentations.In the Lafayette building,the roof is on,we are still working <br /> to get the skylight, and it is working towards stabilization. The Skylight is custom, you would <br /> think we'd have it on by now, maybe next year. We completed the housing market study, which <br /> provided a lot of good data and places we are trying to promote zoning from a regulatory standpoint <br /> and also from an incentive and financing standpoint. The Council allocated a substantial amount <br /> of resources for zoning reform for this year and we have been doing some quick fixes, but those <br /> have taken some time. We hope to bring more changes regarding the Zoning Code to Council next <br /> year, as we have been working with a consultant. The Neighborhood plans, we are hoping to use <br /> some of the dollars on the new NNN plan starting later this year. I know we did a plan a few years <br /> ago, but it wasn't a full master plan. This neighborhood plan would go towards our housing pilot <br /> that we have been given to take on. We are also excited to have the Incremental Developmental <br /> Alliance here to help figure out performance and what is standing in the way of some of these <br /> neighborhood developments in different areas. Homelessness has received a lot of attention <br /> recently, we don't have as many accomplishments as we hoped for at this time, but I will say we <br /> are getting close to a weather amnesty site for this winter and we are looking to get a group and <br /> make positive progress on the intake center location; which has been good news in the last few <br /> days. <br /> He continued, the Engagement and Economic Empowerment team, they started out the year with <br /> bringing in the Federal Reserve for the Inclusive Empowerment Summit hosted at the NNN and <br /> started to look at how we can tap into the CDIF in Fort Wayne, IN and other cities.
