1. <br /> ;(;)3 <br /> 1865 <br /> OFFICE OF THE CITY CLERK <br /> KAREEMAH FOWLER, CITY CLERK <br /> PERSONNEL & FINANCE SEPTEMBER 11, 2018 5:00 P.M. <br /> Committee Members Present: Karen White, Regina Williams-Preston <br /> Committee Members Absent: Gavin Ferlic, John Voorde <br /> Other Council Present: Jake Teshka, Tim Scott, Oliver Davis, Jo Broden <br /> Other Council Absent: Sharon McBride <br /> Others Present: Kareemah Fowler, Bob Palmer, Bianca Tirado <br /> Presenters: James Mueller, Jennifer Hockenhull <br /> Agenda: DCI Operations and Grants <br /> Debt Overview <br /> Committee Chair Karen White called the meeting of the Personal and Finance Committee to <br /> order at 5:00 p.m., introduced the members and outlined the agenda. <br /> Department of Community Investment <br /> James Mueller, Director of Community Investment, with offices on the 14th Floor of the County- <br /> City Building stated,Good afternoon, Councilmembers. I appreciate the opportunity to present the <br /> 2019 Budget proposal. There's two (2)parts to this,tonight is looking at the Operations and Civil <br /> City Funds. Tomorrow night,we will look at the Redevelopment Fund. Let's get right into it. We <br /> are looking at Fund #211, where the operations come out of. We'll look at the key performance <br /> indicators that we track, accomplishments, and programming. Tomorrow we will look at the role <br /> playing, depending on timing. I think the presentation will be a little shorter. The mission that the <br /> department worked on before I joined was this: Community Investment for a stronger South Bend. <br /> They do it three (3)ways: attracting,retaining, and growing businesses, connecting residents, and <br /> economic opportunities and planning for a vibrant difference. We are looking for more of an <br /> organization structure and what you see here is a current organization,Department of Community <br /> Investment and Building Department. There are fourteen(14) currently in DCI,there's a Planning <br /> and Community and Resources team, there's a Neighborhood Development team, there's a <br /> Business Development team, and there's an Engagement and Empowerment team. You see the <br /> positions under there (Referring to the Presentation available in the City Clerk's Office). On the <br /> other side, you'll see more of this in the Building Department presentation next week, but this is <br /> the current structure. There's a Building Commission,design Product Specialist,and a Zoning and <br /> Services Administrator, when Building used to administer zoning ordinances. That switched the <br /> beginning of this year with the Area Plan Commission.
