Comprehensive Plan: <br />Policy Plan: <br />City Plan, South Bend Comprehensive Plan (November 2006) <br />ED 1.2 Encourage reuse of abandoned and underutilized land and structures. <br />Land Use Plan: <br />The Future Land Use Plan identifies the area along Mishawaka Avenue as medium density <br />residential. <br />Plan Implementation/Other Plans: <br />River Park Neighborhood Preservation and Improvement Plan (February 1997) <br />One of the six goals is "encourage maintenance of housing and property" <br />City of South Bend River Park Neighborhood Mishawaka Avenue Street Scape <br />Beautification Plan (November 1998) <br />The east sector (31st Street to Logan Street) was identified as mixed use. While remaining <br />mostly residential, many of the single - family homes have been converted to office uses or <br />rental properties. <br />2. Current conditions and character: <br />Mishawaka Avenue is a mix of residential, retail and service businesses. <br />3. Most desirable use: <br />The most desirable use is a single family home or an office. <br />4. Conservation of property values: <br />This rezoning will not affect surrounding property values. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow the adaptive re -use of properties along <br />Mishawaka Avenue. <br />Recommendation: <br />Based on information available prior to the public hearing the staff recommends that this petition <br />be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The return the building to its original use as a home is compatible with the neighboring <br />properties, and the general mixed use of the Mishawaka Avenue corridor. <br />Std"ven E.
