White, Chairperson, Ann Puzzello, <br />Timothy Rouse <br />Other Council Members Present: Tom LaFountain, David Varner, Al "Buddy" Kirsits <br />Others Present: Hardie Blake, Don Inks, Murray Miller, <br />Kevin Allen, Aladean DeRose, Rita Kopala, Gary <br />Gilot, Mayor Stephen Luecke, Gregg Zientara, Fire <br />Chief Howard Buchanon, Tom Bodnar <br />Agenda: Bill No. 11 -77 Approving Interlocal Agreement <br />Between South Bend & Airport Authority <br />Karen White, Chairperson of the Health and Public Safety Committee, noted a quorum <br />present, and asked Fire Chief Howard Buchanon, to outline Bill No. 11 -77 under <br />consideration. <br />Chief Buchanon provided 3 hand -outs for the committee (attached.) The first he walked <br />the committee through was a detailed outline of the proposed SBFD training facility. The <br />second was an aerial view of the proposed site adjacent to the by -pass and LWW on <br />Airport Authority property. The third hand -out was a minor change in language to the <br />agreement between the City and the Airport Authority explained by Deputy City <br />Attorney Bodnar. The Chief recounted the need for such a facility, the available funding, <br />and the protracted negotiations with the Airport and the FAA for leasing their property. <br />Nonetheless with agreements now in place for a 20 year lease of land at essentially no <br />cost, the Chief asked for Council approval. <br />Council questions focused on funding for the facility. Chairperson White asked if state <br />funds were being used. The Chief said there were none presently available. Chairperson <br />White asked if other fire departments using the facility would be charged. The Chief <br />assured they would. <br />
