PUBLIC WORKS AND PROPERTY VACATION COMMITTEE <br />DECEMBER 12, 2011 <br />Committee Members Present: David Varner, Chairperson, Tim Rouse, <br />Tom LaFountain <br />Other Council Present: Derek Dieter, Ann Puzzello, Karen White, <br />Al "Buddy" Kirsits <br />Others Present: Chuck Bulot, Mark Lyons, Mayor Stephen Luecke, <br />Gregg Zientara, Gary Gilot, Aladean DeRose, <br />Kevin Allen, Rita Kopala, Hardie "Blake, Linda <br />Wolfson, Murray Miller <br />Agenda: Bill No. 18 -11 Amending Building Fees <br />Chairperson Varner opened the hearing on Bill No. 18 -11 noting a quorum present. <br />Chuck Bulot, Building Commissioner, proceeded to explain changes to the building <br />permit fees which have been under review for the past year. He explained the challenge <br />in setting fees was trying to balance the costs of the department while not discouraging <br />the number of applicants for permits. Also under consideration was a question asked <br />primarily by Councilmember's White and Henry Davis concerning how South Bend's <br />fees compare to those in nearby communities. To address Council concerns Chuck Bulot <br />developed a bar chart he distributed comparing our increase to present fees in <br />Mishawaka, Fort Wayne, Indianapolis and Evansville (attached.) The chart, he said <br />compared South Bend's rate structure favorably. Bulot also said the fees were set to <br />adequately cover the costs of service provided. In response to Varner he said fees were <br />flat and not variable. He added that the fire department inspection costs would be <br />segregated and the appropriate portion of the fees would be credited to the S.B.F.D. <br />On a motion from Councilmember Rouse seconded by Councilmember LaFountain and <br />supported by all, the bill was sent favorably to full Council. <br />There being no further business to come before the committee at this time, Chairperson <br />White adjourned the meeting at 4:26 p.m. <br />Respect Submitte'd,, <br />L �,J <br />Da <br />_vid- arner, Chairperson <br />Public Works and Property Vacation Committee <br />
