REGULAR MEETING AUGUST 8, 2011 <br /> <br /> <br /> <br /> <br /> <br /> <br />BILL NO. 49-11 FIRST READING ON A BILL TO VACATE THE <br />FOLLOWING DESCRIBED PROPERTY: THE <br />FIRST EAST/WEST ALLEY NORTH OF CEDAR <br />STREET, FROM NILES AVENUE EAST, 172 <br />FEET EAST/WEST TO THE VACATED <br />NORTH/SOUTH ALLEY <br /> <br /> <br />This bill had first reading. Councilmember Varner made a motion to refer this bill to the <br />Public Works and Property Vacation Committee and set it for Public Hearing and Third <br />Reading on August 22, 2011. Councilmember Oliver Davis seconded the motion which <br />carried by a voice vote of eight (8) ayes. <br /> <br /> <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br /> <br />NEW BUSINESS <br /> <br />Councilmember’s Henry Davis and Karen White asked for an update on the traffic light <br />at Xavier School. <br /> <br />th <br />Gary Gilot, Director, Public Works, 13 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, advised that the equipment is in. He stated that it is solar <br />powered with a battery back up. Mr. Gilot stated that he will send an update to the full <br />Council concerning this. <br /> <br />Councilmember Henry Davis congratulated the Department of Public Works on their cost <br />cutting efforts. <br /> <br />Councilmember Oliver Davis congratulated the South Bend Community School <br />Corporation and faculty and staff at Washington High School, Riley High School and <br />The Bendix Alternative School for being taken off of academic probation by the State of <br />Indiana. <br /> <br />Councilmember White, Chairperson, Health and Public Safety, advised that she would <br />like an update on Graffiti Removal. <br /> <br />Councilmember Rouse advised that the based on recommendations received regarding <br />the MBE/WBE Utilization Board the applicants receiving the highest number of <br />recommendations were: Franklin E. Breckenridge; Anthony Fitts; and Kareemah Fowler. <br />He stated that he would like to have them formally sworn-in. <br /> <br />PRIVILEGE OF THE FLOOR <br /> <br />Mr. Mark Elliott, 29900 Grant Road, New Carlisle, Indiana, stated that he presented and <br />gave a copy of a proposed ordinance to Councilmember Karen White this afternoon <br />regarding Taxi Cabs.
