REGULAR MEETING October 8, 2018 Councilmember Oliver Davis made a motion to send Substitute Bill No. 34-18 to the full Council with a favorable recommendation. Councilmember Jake Teshka seconded this motion which carried by a voice vote of nine (9) ayes. 35-18 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, AND AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED IN PORTAGE TOWNSHIP, CONTIGUOUS THEREWITH; COUNCILMANIC DISTRICT NO. 6, FOR A 229 ACRE TRACT OF LAND NORTH OF THE ST. JOSEPH VALLEY PARKWAY RIGHT-OF-WAY, APPROXIMATELY 1150 FEET FROM THE INTERSECTION OF STATE ROAD 23 AND THE ST. JOSEPH VALLEY PARKWAY, SOUTH BEND, INDIANA Councilmember Oliver Davis, chair of the Zoning and Annexation Committee, reported that they met this afternoon and send this bill forward with no recommendation. Angela Smith,Deputy Director of the Area Plan Commission with offices located on the 11th floor of the County-City Building, South Bend,IN, served as the presenter for this bill.Ms. Smith stated, This is adjacent to the piece of property we were just discussing. However this is two hundred twenty-nine (229) acres. As the amended ordinance was submitted, they will be seeking the LI, Light Industrial District along with the annexation this evening. Surrounding the area is the previous one (1) discussed as Light Industrial. Agricultural is across the bypass. There is some C, Commercial on the corner. Like the last petition, this comes to you from the Plan Commission with a favorable recommendation. It is consistent with the comprehensive plan and will allow for future development in South Bend. Steve Cardinal, CCO for Ceres Farm with offices located at 1251 N. Eddy Street, South Bend, IN, served as the petitioner for this bill. Mr. Cardinal stated, I want to thank you for the opportunity to look at this resolution. I think Light Industrial is appropriate for this area. Councilmember Oliver Davis stated, This won't affect your parcel in any way, will it? Mr. Cardinal replied, No, it will not. We will continue farming but we look forward to opportunities this will give us in the future. Councilmember Oliver Davis stated, Thank you. I appreciate that, sir. I'm at peace. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. Tim Corcoran,Director of Planning for the Department of Community Investment with offices on the 14th floor of the County-City Building, South Bend, IN, stated, Thank you, again, for considering this. I would like to reiterate some of the comments made earlier. I think the map on the screen at the moment displays the logic. This really is an extension of an industrial area of our City. It is very well-suited for this use and I look forward to working with the land owners in the future to see what we can do for the City on this side of town. Thank you.
