REGULAR MEETING DECEMBER 10, 2007
<br />Whereas, the Common Council of the City of South Bend, Indiana, notes that
<br />Charlotte D. Pfeifer was elected in 1995 and has served as the 2nd District Council
<br />Member since January 1, 1996; and
<br />Whereas, the Common Council notes that Council Member Pfeifer is known for
<br />her "passion for neighborhoods and South Bend" and that she has committed herself for
<br />the past twelve (12) years to "helping to revitalize, sustain and build neighborhoods"; and
<br />Whereas, the Common Council is proud to recognize that Council Member
<br />Pfeifer has served in several leadership positions: Council Vice-President in 1997 and
<br />1998, Chairperson of the Committee of the Whole in 1999; Council President in 2000,
<br />2001 and 2005; and Chairperson of the Council's Personnel and Finance Committee for
<br />the past several years; and
<br />Whereas, perhaps the most enduring contributions which Council Member Pfeifer
<br />will long be remembered for include her initiatives to host a series of conferences which
<br />culminated in the passage of the Gang Loitering Ordinance in 2002; sponsoring
<br />resolutions addressing Race Equality and Inclusive Communities Week, Disability
<br />Awareness Month, World Aids Day and Juneteenth Celebrations; as well as other quality
<br />of life ordinances, with the most recent ordinance being passed by the Council which
<br />will become effective on January 1, 2008, addressing vacant and abandoned building
<br />regulations.
<br />Now, Therefore, be it resolved, by the Common Council of the City of South
<br />Bend, Indiana, as follows:
<br />Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the
<br />Common Council hereby congratulates and publicly honors Charlotte D. Pfeifer for her
<br />twelve (12) years of dedicated public service as the 2nd District Council Member for the
<br />City of South Bend, Indiana.
<br />Section II. Council Member Pfeifer will long be remembered for promoting the
<br />many cultural opportunities available in her beloved 2nd District, some of which include
<br />the Martin Luther King Center, LaSalle Park, the LaSalle Park Senior Center, the LANA
<br />Partnership Center, the Studebaker National Museum, the College Football Hall of Fame,
<br />the Morris Performing Arts Center, and the Palais Royale; the many exciting and
<br />enduring Chapin Street and Martin Luther King Drive revitalizations which have
<br />captured the spirit of the "can do" attitude of the 2nd District residents; and the Civil
<br />Rights Heritage Museum, opening in the near future, which will provide another great
<br />opportunity to learn about the rich and diverse cultural heritage of the City of South
<br />Bend's residents and our nation's civil rights struggles.
<br />Section III. The South Bend Common Council sincerely wishes 2nd District
<br />Council Member Charlotte D. Pfeifer and her husband Verge, all the best in the years
<br />ahead, and we look forward to seeing them walking throughout the downtown enjoying
<br />the many diverse cultural activities and opportunities which South Bend has to offer.
<br />Section IV. This Resolution shall be in full force and effect from and after its
<br />adoption by the Council and approval by the Mayor.
