I think that was budget meeting <br /> number one (1) and there has been no response to me on that. I'm done, I'm at peace. Are we all <br /> at peace?Are we all good?Now we can have the ten(10)minute summary from the Administration <br /> and the rest of it they can give to us in writing. <br /> Dr. Mueller stated, We apologize for the perceived notion of putting the cart before the horse. We <br /> will give the explanation behind what we were thinking and why we were thinking of it this way. <br /> First (11t), when we are considering a change of this magnitude, the last thing we want to do is <br /> have a disruption of service to the developers and other people who depend on it. So what we put <br /> forth in the budget is to get resources, and speaking to the bandwidth issue,to get ahead of putting <br /> all the plans in place. Do we have everything figured out? Absolutely not. The idea was to do the <br /> ordinance sometime in the middle of next ye in consultation with Council Members. In talking <br /> with the current Area Plan Director, we wanted to see what the Council was going to decide in the <br /> budget before we sit down and really figure out a timeline and a process. I will say the ordinance <br /> will probably be very boring because most of this is mandated by State Law so those nine (9) <br /> members is a matter of State Law. Who is on it is a matter of State Law. We don't have any <br /> discretion on that point. There are other things we can decide but this is not going to be having <br /> much debate unless we want to take it to the State House. <br /> He continued, So our thought was let's propose it and see what questions, concerns or support <br /> Council has, get the bandwidth in the budget with the staff members, and then lay out a plan. The <br /> last thing we want to do is pass an ordinance creating our own commission and not have the plan <br /> to have a continuity of services, not have the bandwidth staff and have it be a mess. Our idea was <br /> to get the resources to get ahead of it and we're hoping to have more discussion and answers to <br /> any questions and concerns you may have as part of the budget process. We want to get resources <br /> before we go in and decide to form the commission. If we decided that now, we would be in <br /> trouble. We apologize if there are any process issues. <br /> Committee Chair Davis stated, I appreciate your concern. I think you just made a wonderful <br /> statement that the ordinance probably may not be debated as much because a lot of it is with the <br /> State. Given the fact that it's a lot of legal language that our attorney can add,then in my opinion, <br /> there is no reason they cannot have that done now from that standpoint. Because as you stated, if <br /> it is easier to be done in 2019, why can't that be done and brought to us now so that we can have <br /> that discussion ahead of time. It is the same rationale you used. If it is not a major issue in 2019, <br /> then why is it a major issue in 2018? That is a concern. <br /> Dr. Mueller replied, We are aiming for second quarter 2019 implementation. Until we get a clear <br /> signal from Council that you want to go ahead, I haven't even sat down with Area Plan to figure <br /> out the exact timing and how to make that transfer as smooth as possible. This ordinance would <br /> have to have an implementation date and that is the one (1) piece we haven't figured out. <br /> Committee Chair Davis interjected, Well, I think it would be nice that, and,part of not only sitting <br /> down with Area Plan staff and we won't go back and forth here tonight but,just to share,it would <br /> be good for us to have a discussion. That is why this Committee is set up. We can have a set up <br /> meeting where we can discuss the ideas, even if it's done through a resolution. We've done <br /> resolutions many times when everything is not detailed and it gives direction on which way to go. <br /> We can look at the benefit of,do we need to start in the middle of the year?
