CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> consider. Mishawaka also has made sure that one (1) of their nine (9) members is the City <br /> Engineer. Are we going to look at that as a good example to look at the fact that we are going to <br /> make sure one (1) of the nine (9) is the City Engineer? Lastly, right now with Legal is <br /> Heppenheimer,he is the attorney for Area Plan. How would our legal system work with that?Last <br /> piece I need to figure which I may not have any changes on this is will our Board of Zoning <br /> Appeals change or not change from those kind of standpoints? So that's the thing that I wanted to <br /> discuss with this Committee. The update regarding the fact that on August 3rd,2018 it was reported <br /> that an ordinance was going to come before us and it hasn't come. My first (I") thought was to <br /> have a clear public discussion regarding that, get input and all those kinds of things and then come <br /> back later on and talk about funding that part, even if it means pulling it out of this current budget. <br /> To put something in the budget and then come back and do the ordinance is backwards and I have <br /> concerns. <br /> Committeemember John Voorde stated, I agree. <br /> Committee Chair Davis asked, What makes you agree, how so? <br /> Committeemember Voorde stated, I think sequentially we should have been ahead of the <br /> conversation. We, one (1), should have had a seat at the table and two (2) when we have those <br /> discussions. <br /> Committee Chair Davis opened the floor to discussion for Committee and Council Members. <br /> Committee Chair Davis stated, I've been hearing this coming down the pipe for months and so the <br /> fact that we haven't had an ordinance to us at this present time is really stunning to me. And it was <br /> announced it would be a part of the budget. Budget things cannot dictate the ordinance. The <br /> ordinance needs to dictate that. <br /> Committeemember Jo M. Broden stated, I think I maybe was too vocal the other night on this but <br /> my sentiment is pretty much the same.We need to understand the process,the pace of the transition <br /> and get down to the finer details of it all. What does this mean in terms of public interface? I also <br /> have overall questions about efficiency. There are a lot of things where I think we benefit by doing <br /> it more regionally or at least County-wide and then there are some that aren't. I really want to <br /> understand that whole picture and what those deficiencies are that we are trying to correct here. I <br /> also want to know the things we are doing well that we are trying to amplify. A broader more fine- <br /> detailed discussion would be something I would look forward to. <br /> Committee Chair Davis stated, And the thing is I see you there, of course, we've seen that from <br /> that standpoint but even, and they can respond to it later, as the South Bend Commission,nine(9) <br /> members, of course the ordinance would dictate who those nine (9) members are. How is that set <br /> up?What are their terms?Who appoints them?Those kind of things need to be done. If everything <br /> is appointed through the Administration and it's already in the Planning Commission and from <br /> that standpoint and we have our member or whatever, then it's seen as what I've been told as a <br /> rubber stamp and that kind of thing. It is already inside of the City from that standpoint.Right now <br /> we are seen as a separate body in many ways. We have members of the Administration, we have <br /> members from the Council, and then all of these other people that come from a variety of sources. <br /> We have a variety of professional insights as we do.
