®CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> Committee Chair Davis then opened the floor to questions from Committee and Council Members. <br /> Committeemember Jo M. Broden stated, You have always done a great job in keeping Council <br /> informed with a lot of detail. Because these are changes, I would like to really understand them <br /> visually and the implications of those changes overall. At this point in time, I don't feel informed <br /> about this but if others have read this in detail and understand it, I'm only one (1)vote. That is not <br /> to discredit you, you have done a great job, but this one (1) I have no awareness on at all. <br /> Committee Chair Davis stated, I do bring up that concern. You presented some of this at our last <br /> couple of meetings? <br /> Mr. Divita replied, In June 2018 at the Committee level to review some of the standards in more <br /> detail. Again,this is just cleaning it up and getting rid of duplicate standards. <br /> Committeemember Broden followed up, And I guess relative to my comment, there are pieces in <br /> here and approvals that were made by the Board of Public Works,right? So the latest standards as <br /> adopted by the Board. When did those go into effect? <br /> Mr. Divita replied, Their latest version was earlier this year and just within the last couple of <br /> months. That way it gives the Board flexibility over time to amend those without us having to <br /> come back and change the Subdivision Ordinance. Those mainly relate to the width of streets and <br /> the subsequent construction standards of how streets or sidewalks are built. That probably should <br /> have never been in the Subdivision Ordinance to begin with. <br /> Committeemember Broden then asked, So if I go back to June 2018 at the Committee level, we <br /> spoke about this? <br /> Mr. Divita replied, Yes, I think we spoke a little bit on the floodplain. <br /> Committeemember Broden stated, That could have been one (1) that I missed. That would be on <br /> me. <br /> s <br /> Committee Chair Davis then opened the floor to members of the public wishing to peak in favor <br /> of or in opposition to the legislation. There were none. He then turned the floor back to the <br /> Committee for further comment or main motion. <br /> Committeemember Gavin Ferlic made a motion send Bill No. 37-18 to the full Council with a <br /> favorable recommendation. Committeemember John Voorde seconded this motion which carried <br /> by a voice vote of four(4) ayes and one (1)nay(Councilmember Jo M. Broden). <br /> Councilmember Tim Scott arrived at the meeting at 5:40 p.m. <br /> Update: Discussion Regarding the Proposed City of South Bend Zoning & Annexation <br /> Board <br /> Committee Chair Davis stated, I know in our 2019 budget it is slated to have the area planning to <br /> be held in house.
