REGULAR MEETING September 24, 2018 <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember Tim Scott made a motion to send Substitute Bill No. 38-18, with a favorable <br /> recommendation, back to Committee of the Whole for Council Portion Only discussion and third <br /> (3`d) reading on October 8th, 2018. Councilmember Oliver Davis seconded the motion which <br /> carried by a roll call vote of nine (9) ayes. <br /> 39-18 PUBLIC HEARING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, APPROPRIATING <br /> MONIES FOR THE PURPOSE OF DEFRAYING <br /> THE EXPENSES OF SEVERAL DEPARTMENTS <br /> OF THE CIVIL CITY OF SOUTH BEND, <br /> INDIANA FOR THE FISCAL YEAR <br /> BEGINNING JANUARY 1, 2019 AND ENDING <br /> DECEMBER 31, 2019 INCLUDING ALL <br /> OUTSTANDING CLAIMS AND OBLIGATIONS, <br /> AND FIXING A TIME WHEN THE SAME <br /> SHALL TAKE EFFECT <br /> Councilmember Karen White, chair of the Personnel and Finance Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Pete Buttigieg, Mayor of the City of South Bend with offices located on the 10 floor of the <br /> County-City Building, South Bend,IN, served as the presenter for this bill.Mayor Buttigieg stated, <br /> Good evening, Council. I look forward to, in a moment, turning it over to the City Controller to <br /> walk you through the final budget presentation. I wanted to take a quick opportunity just before <br /> that,because of some late breaking news,to acknowledge and update the Council that we did have, <br /> as you may have heard, an officer-involved shooting this afternoon on Marion Street. We <br /> understand the person shot, the suspect, was taken to a hospital with nonlife-threatening injuries. <br /> The officer has been looked at but to the best of my knowledge was not injured.As with all officer- <br /> involved shootings, that is customarily investigated by the Metro Homicide Unit. Any further <br /> updates will come from them but as they update me, if there are any questions or concerns with <br /> the Council, I will be sure to keep you updated. I'm sorry for that to become part of what is on our <br /> minds this evening, but I knew that it was a concern and I thought I would go ahead and <br /> acknowledge that at the beginning. <br /> Mayor Buttigieg continued, So, turning from that to the matter at hand. First (1 st of all, I just <br /> wanted to thank the Common Council Member and Budget Chairperson White, Prresident Scott <br /> and every member of the Council who has been involved in this process.As was mentioned earlier, <br /> there has been a very thorough calendar and I think it is fair to say that each year we have been <br /> able to make the process more fine-tuned than the last. This year in particular, I really appreciate <br /> how members of the Council have worked with the Administration. I want to thank our City <br /> Controller, Jen Hockenhull, for her leadership within the Administration on this. Our focus as we <br /> suggested when we introduced the budget formally some weeks ago was to really respond to the <br /> Council's call for us to have a budget that focuses on neighborhoods. We have a number of <br /> different priorities, as always,jostling for attention. Hopefully, everything you see is in some way, <br /> shape or form part of our shared mission and program to enhance the quality of life in <br /> neighborhoods around the City. Again, Jen will go through some of the highlights of how our <br /> budget does that. I want to thank our team and everyone in the Administration who worked on this <br /> and also everyone on the Council that has helped us bring it to this point. This is, obviously, the <br /> introduction and not the end of this dialogue or vote but this is the best moment I have to express <br /> my hope that this budget is looked upon favorably by the Council.
