As we worked on the 2019 budget we realized some items, <br /> especially in the road funding area, needed to be reduced based on having to repay some State <br /> funds we received because projects came in under budget. <br /> Councilmember Oliver Davis asked, Projects coming in under budget, then what happens? <br /> Ms. Hockenhull replied, It related to the Safe Routes to School Projects. It happened in 2017 and <br /> we did the work in 2018 but the project came in under what we had though we were going to get. <br /> The State had given us money to begin with so we had to reimburse the money back to them. It <br /> was a fifty-fifty(50-50) match grant. We can't use that money for anything else. <br /> Councilmember Oliver Davis stated, Ok, I'm at peace. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember Tim Scott made a motion to send Bill No. 42-18 to the full Council with a <br /> favorable recommendation. Councilmember Karen White seconded this motion which carried by <br /> a voice vote of nine (9) ayes. <br /> 43-18 PUBLIC HEARING ON AN ORDINANCE OF <br /> THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, FOR BUDGET <br /> TRANSFERS FOR VARIOUS DEPARTMENTS <br /> WITHIN THE CITY OF SOUTH BEND, <br /> INDIANA FOR THE YEAR 2018 <br /> Councilmember Karen White, chair of the Personnel and Finance Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Jen Hockenhull, City Controller for the City of South Bend with offices located on the 12th floor <br /> of the County-City Building, South Bend, IN, served as presenter of this bill. Ms. Hockenhull <br /> stated, Before you is the third(3`d) quarter budget transfer request. If we have needs for money in <br /> a different category but it is not an additional request it shows up on this form. They allow us to <br /> move money within the three(3)different categories set forth by the State and those are Personnel, <br /> Services and Supplies. We are moving some funds between those different categories. The only <br /> large one (1) on here relates to EMS Capital. Unfortunately on here it says Century Center Capital <br /> Fund but the fund number is accurate, Fund #287.
