GIBNEY <br />EXECUTIVE DIRECTOR <br />January 7, 2008 <br />South Bend Common Council <br />4`" Floor, County City Building <br />227 West Jefferson Boulevard <br />South Bend, IN 46601 <br />Dear Council 1Vlembers: <br />Enclosed is a Resolution authorizing the submission of a Site Assessment Grant application to <br />the Indiana Finance Authority through the Indiana Site Assessment Grant Initiative. The Grant <br />application is on behalf of Indiana Land Trust 731 GRN for the property known as the Hannover <br />property. The property is located at 731 West Chippewa Avenue and was once part of the former <br />AM General property. It is located east of the Studebaker Commerce Center (former AM <br />General/LTV facility), west of the railroad tracks and north of the South Well Field. The <br />application requests $92,386.00 for a Phase II Site Assessment. <br />The application was prepared by Quality Environmental Professionals, Inc. (QEPI) and submitted <br />by them in November on behalf of the property owner. A Resolution authorizing the submission <br />of the application was not prepared at that time therefore I am submitting this to you for your <br />action at the January 141" meeting. <br />Although the Submission Resolution was not submitted in a timely manner, I encourage your <br />support for this application. The project is a good one and the site assessment may lead to <br />eventual remediation of the site and development in conjunction with adjacent properties. <br />I respectfully request your approval of this Resolution <br />Sincerely, <br />L`' <br />Ann E.
