South Bend Redevelopment Commission
Regular Meeting—December 13, 2011
6. NEW BUSINESS
A. Public Hearings
(1) Public Hearing on Resolution No. 2968
confirming a resolution expanding the
boundaries of the South Bend Central
Development Area, expanding the
allocation area for purposes of tax
increment financing and amending the
Development Plan for the South Bend
Central Development Area.
Mr. Kain noted that on October 25, 2011, the
Commission approved Resolution No. 2951,
a Declaratory Resolution to expand the
boundaries of the South Bend Development
Area. On November 15, 2011, the St. Joseph
County Area Plan Commission approved its
resolution determining that the boundary
expansion conforms to the plan of
development for the city.
On November 28, 2011, the South Bend
Common Council approved its resolution
confirming the Area Plan Commission's
resolution.
The reason for the expansion is that the
current SBCDA boundary, and the East Bank
Village boundary, bisects into halves the ten
acre Transpo site. Mr. Kain presented a
Master Plan for Howard Park which talks
about developing the site into a residential
site with single family housing and possibly
some multi-family housing. This expansion
allows the Redevelopment Commission to
allocate TIF money for infrastructure
improvements so that a private developer can
take this Master Plan from vision to reality.
Resolution No. 2968 is the final step in the
15
