South Bend Redevelopment Commission <br /> Regular Meeting—December 13, 2011 <br /> 6. NEW BUSINESS <br /> A. Public Hearings <br /> (1) Public Hearing on Resolution No. 2968 <br /> confirming a resolution expanding the <br /> boundaries of the South Bend Central <br /> Development Area, expanding the <br /> allocation area for purposes of tax <br /> increment financing and amending the <br /> Development Plan for the South Bend <br /> Central Development Area. <br /> Mr. Kain noted that on October 25, 2011, the <br /> Commission approved Resolution No. 2951, <br /> a Declaratory Resolution to expand the <br /> boundaries of the South Bend Development <br /> Area. On November 15, 2011, the St. Joseph <br /> County Area Plan Commission approved its <br /> resolution determining that the boundary <br /> expansion conforms to the plan of <br /> development for the city. <br /> On November 28, 2011, the South Bend <br /> Common Council approved its resolution <br /> confirming the Area Plan Commission's <br /> resolution. <br /> The reason for the expansion is that the <br /> current SBCDA boundary, and the East Bank <br /> Village boundary, bisects into halves the ten <br /> acre Transpo site. Mr. Kain presented a <br /> Master Plan for Howard Park which talks <br /> about developing the site into a residential <br /> site with single family housing and possibly <br /> some multi-family housing. This expansion <br /> allows the Redevelopment Commission to <br /> allocate TIF money for infrastructure <br /> improvements so that a private developer can <br /> take this Master Plan from vision to reality. <br /> Resolution No. 2968 is the final step in the <br /> 15 <br />
