APP MIX C <br />SOUTH BEND - NEAR WEST SIDE NEIGHBORHOOD <br />CONDITION AND RE -USE ANALYSIS OF THE 1305 WASHINGTON BUILDING <br />Description of Building <br />The sample building analyzed for this study is the west storefront unit of a three - <br />storefront building, two stories in height located at 1305 Washington. The second floor of <br />the unit surveyed contains two apartments; presumably the other two units contain an <br />equal number of dwelling units. The building is constructed with masonry and frame cx- <br />terior walls, masonry with stucco covered foundation walls, wood floors and roof with <br />built -up roofing, including a clay tile mansard decorative canopy around the east and south <br />faces of the building. Each unit of the building is under separate ownership. The entire <br />3 -unit building measures approximately 80 feet x 60 feet. <br />Condition of Unit Surveyed <br />Exterior <br />The exterior masonry walls are in reasonably good condition except along the west side, <br />where much deterioration, loose masonry, open stud and joist pockets exist resulting from <br />damage to this side of the building when an adjacent and abutting building was removed. <br />Additionally, a frame wall section on the second level was severely damaged by a fire <br />which originated in the middle unit,leaving it severely damaged. This wall is part of the <br />second level light well opening or court area, allowing windows for light on the interior <br />;-Goad floor rooms. The fire damage involves the entire section of the rear of the second <br />floor requiring replacement of wall framing, siding and windows, including frames in the <br />kitchen, living room, and rear bedroom. <br />The roof is leaking over a limited area <br />.,ietely damaged with a combination of <br />of the glass is out in the remaining winc <br />quires a perimeter railing. The rear porch is poorly <br />over the rear stairway leading <br />is covered with tar paper. <br />windows are com- <br />sections, and most <br />constructed and re- <br />to the second level <br />The first level is a vacant store with rough flooring, which is worn, including a large <br />heaved section which resulted from water damage from the fire. Floor to ceiling height is <br />approximately 12 feet. The stamped metal ceiling is damaged in places including a hole <br />toward the rear. Poorly constructed 7 foot partitions exist in the center of the floor divid- <br />ing this space. Electrical service is poor with only a 60 AMP service and 4 circuits. Light- <br />ing includes a limited number of old, rusty fluorescent fixtures. All the storefront win- <br />dows are out and the storefront walls, supports, bulkhead and door require rebuilding <br />and /or replacement. The condition of the walls is poor with peeling and cracked plaster. <br />The second floor is in a gutted condition, including significant plaster damage with miss- <br />ing sections of plaster and exposed lath, and peeling, cracked and missing paint on all inte- <br />rior walls and ceilings. Doors are damaged and missing in most rooms. Windows are miss- <br />ing, damaged or deteriorated. <br />
