THE VISION FOR THE NEAR WESTSIDE NEIGHBORHOOD <br />The Near Westside Comprehensive Neighborhood Preservation and Development Plan (the Plan) <br />is a set of planning and development recommendations to guide the long -term revitalization of <br />one of the oldest neighborhoods in South Bend. <br />OVERALL GOALS <br />o Image and Identity. To establish a positive community image based on a high - <br />quality environment and a convenient and attractive setting for living and work- <br />ing for people of all races and socio- economic groups. <br />o Housing. To provide decent, affordable housing in an attractive living environ- <br />ment for all ages and income groups. <br />o Safety and Security. To assure safety and tranquillity for all persons living, <br />working and visiting in the area. <br />o Jobs and Economic Development. To stimulate commercial and industrial <br />redevelopment to provide jobs, and local goods and services, supportive of the <br />residential character of the area. <br />o Community Facilities and Services. To ensure the provision and delivery of <br />high - quality services and facilities throughout the Near Westside including <br />human, governmental, business and social services. <br />WEST WASHINGTON /CHAPIN REVITALIZATION PROJECT RESOLUTION <br />At the conclusion of the planning process, and as evidence of its commitment to an aggressive <br />revitalization program for the neighborhood, the West Washington /Chapin Revitalization Project <br />Board has passed the following resolution. <br />Whereas the WWCRP Board is committed to all areas of revitalization of the WWCRP <br />neighborhood and whereas the WWCRP Board is concerned about the health and welfare <br />of the neighborhood people, therefore be it resolved to: <br />1. Insure that a plan is developed to make WWCRP project a drug free area (zone, <br />etc.); <br />2. Develop a comprehensive plan to insure the safety of all WWCRP area residents, <br />businesses and visitors; <br />3. Develop a plan for providing support services to programs for dysfunctional <br />families; <br />ter' 4. Increase the economic opportunity for people who live in the neighborhood as it <br />relates to the redevelopment project by being involved in jobs that are created; <br />5. Promote the establishment of clinics to provide medical services, drug and al- <br />cohol abuse treatment, child and elderly care in the neighborhood; <br />i <br />
