REGULAR MEETING DECEMBER 12, 2011

Whereas, never before did the City have a Council Member who literally saved a
person’s life during a fire - just weeks before an election, and humbling went on with
his every day activities; and

Whereas, Buddy’s SPEA training taught him to effectively balance his duties as a
South Bend Fire Department Battalion Chief with his many legislative duties, and on
many occasion he would come to Council committee meetings straight from River
Rescue School or coaching baseball (often with the sweat to show for it); and

Whereas, Buddy saw the inequities of those South Bend city workers who were
called to active military duty and sponsored an ordinance on fair wages and benefits for
those deployed overseas; he co-sponsored the special events ordinance against much
early resistance which created the Community Campus Advisory Coalition (CCAC)
which Buddy successfully turned into a very effective town/gown organization under his
leadership and dedication to help develop good working relationships; and

Whereas, over the years, Buddy has chaired both the Utilities Committee and the
Zoning and Annexation Committee, which included him scheduling many field trips to
sites to see first-hand the locations and whether the proposed uses would be compatible
with the surrounding neighborhood.

Now, Therefore, be it resolved, by the Common Council of the City of South
Bend, Indiana, as follows:

Section I.
