REGULAR MEETING DECEMBER 12, 2011

Whereas, the Common Council of the City of South Bend, Indiana, notes that
Stephen J. Luecke began his South Bend political career as one of the original Three
Amigos along with John Voorde and Sean Coleman when three young men collaborated
together on events depicted in Far Side; and

Whereas, the nine (9) years which Steve served on the South Bend Common
st
Council as the 1 District Council Member provided him with great opportunities to
interact and develop a strong resume for the highest executive municipal position which
he was appointed to in January 1997 to complete the Mayoral term of Joseph E. Kernan;
and

Whereas, for the next fifteen (15) years, Mayor Steve served with the utmost
distinction, especially in light of being raised as one of seven (7) children by his parents
nd
in Freeport, Illinois – the site of the 2 Lincoln-Douglas Debate, however this image
quickly changed when Mayor Steve convincingly portrayed a Lame Duck accompanied
by Nurse Peg at a recent Halloween benefit; and

Whereas, Mayor Steve generated more political cartoons in the South Bend
Tribune which undoubtedly upped its circulation more than any thing, except perhaps
Nancy Sulok’s articles about him; and

Whereas, a multitude of capital projects throughout the City of South Bend reflect
Mayor Steve’s vision, hand-work, and true love of South Bend, its residents, its
st
businesses, and his quest to be a model for other municipalities to be a 21 Century City.

Now, Therefore, be it resolved, by the Common Council of the City of South
Bend, Indiana, as follows:

Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the
st
