REGULAR MEETING DECEMBER 12, 2011 <br /> <br /> <br /> <br />Councilmember LaFountain, Chairperson, Personnel and Finance Committee, reported <br />that this committee met this afternoon on this substitute bill and voted to send it to the <br />full Council with a favorable recommendation. <br /> <br />th <br />Gregg Zientara, City Controller, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Zientara advised that additional budget transfer must be enacted to affect the increase <br />and reduction of appropriations within various department so the General Fund and other <br />funds of the City of South Bend during 2011. Mr. Zientara noted that the increases and <br />reductions included herewith are expenditure neutral for the 2011 budget, with increases <br />and reductions netting to a zero dollar appropriation. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this substitute bill. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Zientara advised that the Common Council passed the Civil City 2011 operating <br />budget in 2010 (Ordinance No 10045-10, adopted on October 25, 2010) which included <br />expenditures for various City operations. It is now necessary to appropriate additional <br />funds for operational and capital expenditures necessary for the City to effect provision <br />of services to its citizens which were not anticipated at the time the City budget was <br />adopted. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Kirsits made a motion for favorable <br /> 15 <br /> <br />
