WHEREAS, the Commission has previously caused to be prepared maps and plats of the Area which show the boundaries of the Area, the location of the various parcels of property, streets, alleys and other features affecting the acquisition, clearance, replatting, replanning, rezoning or redevelopment of the Area, indicating the parcels of the property that are to be excluded from acquisition and the parts of the Area that are to be devoted to public ways, levees, sewerage, parks, playgrounds and other public purposes under the Plan; and WHEREAS, the Plan did not previously include a list of parcels of property to be acquired; and WHEREAS, it is necessary to create the list of parcels of property to be acquired by putting parcels of property on the list; and WHEREAS, the Commission desires to amend the Plan by adding a provision establishing a Design Review requirement for all projects located within the Area that involve new construction, exterior renovation or site work; and WHEREAS! Section 17.5 of the Act provides for the means for amending a resolution or plan in a way that enlarges the boundaries of a redevelopment area by not more than twenty percent (20 %) of the original redevelopment area or adds one (1) or more parcels to the list of parcels of property to be acquired; and WHEREAS, there was presented to this meeting of the Commission for its consideration and approval a proposed amendment to the Plan setting out the boundaries of the Area, creating a list of parcels of property to be acquired and further identifying the types of redevelopment projects and purposes to be undertaken in the Area (the Development Plan as amended is hereinafter referred to as the "Plan "), which Plan is entitled: "Studebaker Corridor Development Plan South Bend, Indiana" and consists of a typewritten document; and WHEREAS, the Plan has been revised and considered at this meeting; and WHEREAS, at the hearing held by the Commission on the 27th day of June, 1990, at 10:00 a.m., Eastern Standard Time, at 1200 County -City Building, South Bend, Indiana, the Commission heard all persons interested in the proceedings and received and considered _� written remonstrances and objections and other such evidence presented. NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment Commission, governing body of the City of South Bend, Department of Redevelopment, as follows: 1. To accomplish redevelopment of the Area it is necessary to acquire additional land within the Area as shown on page 23 of the proposed amendment to the Plan attached hereto and incorporated herein. 2. To achieve a high level of design and to protect investment in the Area, it is necessary to amend the Plan by adding a Design Review requirement as shown on Pages 24 and 25 of the proposed amendment to the Plan attached hereto and incorporated herin. 3. It is estimated that the cost of acquiring the property being added to the acquisition list is $942,225.00. 4. The proposed amendments to the Plan as attached hereto are hereby in all respects approved.
