(c) The Police Promotion Panel shall establish rules to govern its operation, <br />including the time and place of its regular meetings and the rules for <br />promotion. <br />(d) The Police Promotion Panel shall be in charge of all promotions in the South <br />Bend Police Department for the ranks of Sergeant and Lieutenant. <br />(e) The provisions of I.C. 36-8-3-3, 36-8-3-4 and 36-8-3-4.1 are incorporated <br />herein by reference, except with respect to promotion to the ranks of Sergeant <br />and Lieutenant, which responsibility shall reside with the Police Promotion <br />Panel. The Board of Public Safety shall specifically, along with the other <br />responsibilities it is given under the aforementioned code sections, retain <br />responsibility for appointing members of the Police Department other than <br />those in an upper level policymaking position, administering discipline, <br />including dismissal, to police officers, and reviewing certain disciplinary <br />actions by the Police Chief. <br />(f) This Ordinance shall not be interpreted to give the Police Promotion Panel <br />any authority to make promotions to any other ranks or to limit the power the <br />Board of Public Safety to make demotions from~the rank of Sergeant or <br />,Lieutenant pursuant to its powers under I.C. 36-8-3-4. <br />Section II.
