Ordinance No. 1054q-_ Irl <br /> 3`d Substitute Bill No. 65-17 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA,FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF <br /> SWORN MEMBERS OF THE SOUTH BEND FIRE DEPARTMENT FOR <br /> CALENDAR YEARS 2018,2019. 2020 AND 2021 <br /> STATEMENT OF PURPOSE AND INTENT <br /> The South Bend Common Council,pursuant to Indiana Coded 36-8-3-3(d), is charged with <br /> establishing before November 1 of each year the annual compensation of the South Bend Fire <br /> Department. <br /> On June 1, 2017, Captain Chris Baker, the Vice-President of South Bend Firefighter's <br /> Association informed the City of their interest to enter into negotiations.Thereafter,the South Bend <br /> Common Council and the Board of Public Safety adopted separate Resolutions which designated <br /> their respective agents for the negotiations. <br /> The City's Advisory Negotiating Team's membership includes Corporation Counsel and <br /> City Agent Stephanie Steele, Assistant Chief Todd Skwarcan, Assistant Chief Andrew Myer, <br /> Battalion Chief"A" Shift Dave Maenhout, City Controller Jennifer Hockenhull,Human Resources <br /> Generalist Ian Spindler,and Director of Financial Services for Public Safety,Danny Cocanower. <br /> The South Bend Common Council's Advisory Negotiating Team includes Council <br /> President Tim Scott,Council Member Jo Broden,Council Member John Voorde and Council Agent <br /> Robert J.Palmer. <br /> The South Bend Firefighter's Local Union#362 Negotiating Team's membership includes <br /> Captain Jim Weinberg, Union President; Pump Engineer, Ryan Takacs, acting Union Vice- <br /> President; Captain Russ Buysse, Steward; Pump Engineer, Mike Jamieson, Sergeant at Arms; <br /> Captain Gerard Ellis,Member; and Timothy Curran, Legal Counsel. <br /> This ordinance reflects the proposals discussed during negotiations which were tentatively <br /> agreed to by the respective negotiating teams. It sets forth the recommended salaries and other <br /> monetary benefits to be paid to the sworn members of the South Bend Fire Department in calendar <br /> years 2018,2019, 2020 and 2021. This ordinance is believed to be in the best interests of the Fire <br /> Department and the best interests of the City of South Bend. <br /> f 'and, <br /> Section I. Recognition.
