Staff Report 9/7/2018 <br /> APC 4 2873-18 <br /> Owner: Initiated by Area Plan Commission <br /> Location: Text Amendment <br /> Jurisdiction: City of South Bend <br /> Public Hearing Date: 9/18/2018 <br /> Requested Action: <br /> An Ordinance initiated by the Area Pian Commission of St.Joseph County amending <br /> Chapter 21, Article 14 Subdivisions,of the Municipal Code of the City of South Bend, St. <br /> Joseph County, Indiana. <br /> Staff Comments: <br /> The current version of the subdivision ordinance pre-dates the City Zoning Ordinance <br /> which was adopted in 2004. There are a number of standards in the subdivision ordinance, <br /> which are in conflict with the Zoning Ordinance as amended: <br /> 1. References to the floodplain are being removed, since those standards are now fully <br /> addressed in the Zoning Ordinance. <br /> 2. Several references to street,alley and block standards are either being amended or <br /> removed to reflect current standards of the Board of Public Works. <br /> 3. references to lot sizes are being removed, since those are now addressed in the Zoning <br /> Ordinance. <br /> The Department of Community Investment and the City Engineer's office provided <br /> extensive input in drafting and reviewing the proposed changes,and recommend the <br /> adoption of the proposed revisions. <br /> Recommendation: <br /> Based on information available prior to the public hearing,the staff recommends that the <br /> petition be sent to the Common Council with a FAVORABLE recommendation <br /> Analysis: <br /> This ordinance addresses various inconsistencies between the subdivision and zoning <br /> ordinances, in addition to updating certain design standards. <br /> APC #2873-18 Page l of 1 <br />
