SPECIAL MEETING DECEMBER 27, 2011 432 <br /> WHEREAS, during his tenure with the City, Tom has provided advice and counsel to <br /> four City administrations including administrations under Mayor Peter Nemeth, Mayor Roger <br /> Parent, Mayor Joseph Kernan, and Mayor Stephen Luecke; and <br /> WHEREAS, Tom has served as a hearing officer for Code Enforcement, provided legal <br /> advice related to zoning matters, served as legal counsel to the Historic Preservation <br /> Commission, Century Center Board, the Board of Park Commissioners, the Board of Public <br /> Works, the Board of Safety, and has served as the City's public records officer for 13 years <br /> responding to over 10,000 Public Access Requests during that time; and <br /> WHEREAS, Tom has effectively represented the City in many legal matters including <br /> the infamous case involving pigeon poisoning at the Odd Fellows Building, pig slaughtering <br /> within the City limits, and guns at Century Center; and <br /> WHEREAS, during his time with the City, Torn has earned the admiration and respect of <br /> his fellow attorneys, employees, and City administrators by the way in which he has carried out <br /> his responsibilities; and <br /> WHEREAS, on September 11, 2003, Tom suffered a heart attack in his office in the <br /> Legal Department thereby demonstrating his willingness to give his life for the City, and <br /> evidencing that, like a cat, Tom apparently has nine lives; and <br /> WHEREAS, Tom's survival of his heart attack is also proof that Torn is well-loved even <br /> by those public safety officers whom Tom has either recommended for disciplinary action or <br /> negotiated against during collective bargaining years as they responded immediately when the <br /> call for help went out, and by their efforts, saved Tom's life; and <br /> WHEREAS, Tom will always be considered an asset to the City of South Bend for his <br /> meritorious and dedicated service to the City of South Bend, the community, and the State of <br /> Indiana. <br /> NOW, THEREFORE, BE IT RESOLVED that the City of South Bend Board of Public <br /> Works does hereby commend and honor Tom, congratulate him upon his retirement from his <br /> years of distinguished leadership and many years of public service, and extend warmest wishes <br /> for his enjoyment and continued prosperity in his years of relaxation that lie ahead. <br /> BE IT FURTHER RESOLVED that a certified copy of this Resolution be maintained in <br /> the official records of the South Bend Board of Public Works, and that a copy of this Resolution <br /> be furnished to Thomas L.
