<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />PUBLICLY COMMENDING 2'~'D DISTRICT COUNCIL MEMBER CHARLbTTE D. PFEIFER
<br />FOR HER TWELVE (12) YEARS OF DEDICATED PUBLIC SERVICE TO OUR COIVIII7UNI'I'Y
<br />"~f~,aa., the Common Council of the City of South Bend, Indiana, notes that Charlotte D.
<br />Pfeifer was elected in 1995 and has served as the 2°d District Council Member since January 1, 1996; and
<br />~~1zPireaa., the Common Council notes that Council Member Pfeifer is known for her "passion for
<br />neighborhoods and South Bend" and that she has committed herself for the past twelve (12) years to
<br />"helping to revitalize, sustain and build neighborhoods"; and
<br />"~l~,aa, the Common Council is proud to recognize that Council Member Pfeifer has served in
<br />several leadership positions: Council Vice-President in 1997 and 1998, Chairperson. of the Committee of
<br />the Whole in 1999; Council President in 2000, 2001 and 2005; and Chairperson of the Council's
<br />Personnel and Finance Committee for the past several years; and
<br />`~f'!'frn~xeaa, perhaps the most enduring contributions which Council Member Pfeifer will long be
<br />remembered for include her initiatives to host a series of conferences which culminated in the passage of
<br />the Gang Loitering Ordinance in 2002; sponsoring resolutions addressing Race Equality and Inclusive
<br />Communities Week, Disability Awareness Month, World Aids Day and Juneteenth Celebrations; as well
<br />as other quality of life ordinances, with the most recent ordinance being passed by the Council which will
<br />become effective on January 1, 2008, addressing vacant and abandoned building regulations.

<br />follows:
<br />Section I. On behalf of all of the citizens of the City of South Bend, Indiana, the Common
<br />Council hereby congratulates and publicly honors Charlotte D. Pfeifer for her twelve (12) years of
<br />dedicated public service as the 2°d District Council Member for the City of South Bend, Indiana.
<br />Section II. Council Member Pfeifer will long be remembered for promoting the many cultural
<br />opportunities available in her beloved 2°d District, some of which include the Martin Luther King Center,
<br />LaSalle Park, the LaSalle Park Senior Center, the LANA Partnership Center, the Studebaker National
<br />Museum, the College Football Hall of Fame, the Morris Performing Arts Center, and the Palais Royale;
<br />the many exciting and enduring Chapin Street and Martin Luther King Drive revitalizations which have
<br />captured the spirit of the "can do" attitude of the 2°d District residents; and the Civil Rights Heritage
<br />Museum, opening in the near future, which will provide another great opportunity to learn about the rich
<br />and diverse cultural heritage of the City of South Bend's residents and our nation's civil rights struggles.
<br />Section III. The South Bend Common Council sincerely wishes 2°d District Council Member
<br />Charlotte D. Pfeifer and her husband Verge, all the best in the years ahead, and we look forward to
<br />seeing them walking throughout the downtown enjoying the many diverse cultural activities and
<br />opportunities which South Bend has to offer.
<br />Section IV. This Resolution shall be in full force and effect from and after its adoption by the
