Comprehensive Plan: <br /> Policy Plan: <br /> Qy Plan South Bend Comprehensive Plan(November 2004 <br /> LU 2.1: Encourage developers to use planned unit and traditional neighborhood <br /> development models to promote land uses along major corridors and other locations <br /> identified on the Future Land Use Map. <br /> H 8: Promote home ownership within city limits. <br /> Land Use Plan: <br /> The Future Land Use Map identifies this area as medium density residential. <br /> Plan Implementation/Other Plans: <br /> Northeast Neighborhood Development-Area Plan December 2003 <br /> One of the sub-areas identified for development was the Georgiana-Talbot Residential <br /> Redevelopment Area. Site assemblage, clearance and new housing construction is <br /> recommended for as much land as is practicable within the sub-area. <br /> The Projected Land Use flan identifies the properties along South Bend Avenue as mixed <br /> use and the rest as single family home redevelopment. <br /> 2. Current conditions and character: <br /> Eddy Street Commons, directly to the north, is a successfully developing multi-use project, with a <br /> mixture of residential and business uses. This project is designed to be integrated into the success <br /> of the overall development in the area. <br /> 3. Most desirable use: <br /> The most desirable use, according to both City Plan and the Northeast Neighborhood <br /> Development Area Plan, is residential. <br /> 4. Conservation of property values: <br /> New construction would likely have a positive and stabilizing effect on property values. <br /> 5.
