19. The Airport Authority at its sole discretion reserves the right to further develop or <br />improve the Leased land as it sees fit and to take any action it considers necessary, subject to the <br />provisions of paragraph 12 of this Interlocal Agreement. However, any such act shall not <br />adversely interfere or disrupt the business of the City on a continuing basis. <br />This Agreement shall be subordinate to the provisions of any existing or future agreement <br />between the Airport Authority and the United States, relative to the operation or maintenance of <br />the Airport, the terms and execution of which have been or may be required as a condition <br />precedent to the expenditure or reimbursement to the Airport Authority for federal funds for the <br />development of the Airport. <br />The City does hereby agree that they will provide sufficient written notice to the Airport <br />Authority and the FAA Control Tower of any and all "burns" at the Land or any other exercises <br />which may impact the Airport operation. <br />20. All notices required under this Agreement shall be served upon the St. Joseph <br />County Airport Authority, 4477 Progress Drive, South Bend, Indiana, 46628, or upon the Mayor <br />of the City of South Bend, 227 W. Jefferson Blvd., Suite 1400, South Bend, Indiana 46601. <br />21.
