Additional information: (Agency comments) <br />The Board of Zoning Appeals, at its November 2, 2011 meeting, gave a favorable <br />recommendation for a Special Exception to allow the continued use of Parcel A as athletic fields. <br />The Special Exception will be heard before the Common Council at the same meeting as the <br />rezoning. <br />The City Engineer would like to see the number of driveway openings reduced to two and a <br />public sidewalk installed. <br />5 Criteria (per IC 36 -7 -4 -603): <br />1. Comprehensive Plan: <br />Policy Plan: <br />City Plan, South Bend Comprehensive Plan (November 2006) <br />Objective ED 1: Stimulate the rehabilitation and adaptive reuse of property in the city. <br />Policy ED 1.2: Encourage reuse of abandoned and underutilized land and structures. <br />Objective LU 6: Focus development efforts within the Service Area <br />Policy LU 6.2 Provide incentives for development utilizing existing infrastructure inside <br />the city limits. <br />Land Use Plan: <br />The Future Land Use Map show this area as Light Industrial and Mixed Use. <br />2. Current conditions and character: <br />With the exception of the YMCA, the remainder of this block is vacant or underutilized. <br />3. Most desirable use: <br />The most desirable use would be to allow a development that would still protect the existing <br />community assets. <br />4. Conservation of property values: <br />Due to the mixed use of this area, surrounding property values should not be negatively impacted. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow the reuse of an underutilized building that is <br />compatible with surrounding uses. <br />Recommendation: <br />Based on information available prior to the public hearing the staff recommends that the petition <br />be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The rezoning and adaptive reuse of these parcels best captures an effort to develop an <br />underutilized building while being compatible with the surrounding uses. <br />YMCA of Michiana, Inc, et al <br />#2612 -11 <br />Page 2 of 2 <br />
