ot 2011 Annual Report of the Utilities Committee of the South Bend Common Council Date: December 2, 2011 To: The South Bend Common Council The Office of the City Clerk From: Council Member Oliver Davis, Utilities Committee Chairperson I am pleased to file this 2011 Annual Report of the Utilities Committee. This report is required pursuant to of § 2 -10 (i) of the South Bend Municipal Code. 2011 Utilities Committee Members: There were four (4) Council Members on this Committee, namely: Al "Buddy" Kirstis, who served as Vice - Chairperson, Ann Puzzello, Tom LaFountain, and myself. We did not have any citizen members serving this year. Duties : The Utilities Committee is charged with the following: "Oversees the activities of all enterprise entities including but not limited to the Bureau of Waterworks, Bureau of Sewers and all related matter ". Meetings: As of the date of this Annual Report, the Utilities Committee has met five (5) times this year. In August, we received a detailed presentation on the special rate contract with the University of Notre Dame. The handout from this presentation is on file with the Office of the City Clerk. In November, we received more information on the proposed improvements to the Water Works operations and gave a favorable recommendation to the Council on the issuance of revenue bonds in an amount not to exceed $8.3 million. In light of a bond issue being retired next year, the bond will not result in a rate increase to customers.
