Attached
to the Addendum is a copy of the professional services proposal from Christopher B. Burke
Engineering Ltd. To begin Phase 2 of the project study and design services for improvements and
connectivity of Fellows Street north of Ireland Road to Chippewa Avenue.
Over the last several months, city staff has been working to finalize design plans for the Main -
Lafayette Connector project that will aid in traffic circulation in the area west of Michigan Street
between Chippewa and Ireland. City staff has also been working on street and intersection
improvements on Ireland Road at High Street and doing related storm water management work at
the Erskine Plaza Ponds located north of Erskine Plaza.
In April, the Commission approved the original addendum for this project (2865 -11) which hired
Christopher B. Burke Engineering Ltd. staff to help coordinate study of the traffic circulation of
Fellows and Ireland and Fellows Street north to Chippewa. The purpose of this infrastructure study
was based on the INDOT plan to construct a bridge over the US 20 Bypass and build a new
connector roadway on the Fellows Street alignment from Gilmer Park south of the bypass to the
intersection of Ireland and Fellows. The state anticipates that roadway to be completed in 2013.
The attached Phase 2 proposal will segment work into three phases and do the following work:
1. Design Services
2. Rule 5 Permit (IDEM)
3. Bid Services
A plan for the proposed roadway alignment is attached. The next major professional service
associated with this project will be right of way acquisition services and it is anticipated that a
proposal for that work will be presented to the Commission in the coming months.
Staff requests approval of Resolution 2972 and the Amendment to the Addendum To Master
Agency Agreement for the Fellows Street Corridor Improvement Project — Supplement #1.
What We Do Today Makes A Difference!
