Kemble <br />Date: December 13, 2011 <br />This is the staff report for the administrative settlement that is needed for the acquisition of <br />1521 S. Kemble. According to the Uniform Relocation Act, an administrative settlement is <br />authorized in cases where an additional payment is necessary to acquire a property. <br />On October 25, 2011, the Commission approved Resolution No. 2946, setting the offer <br />price for this property at $45,500, which is its average appraised value. Staff has been <br />working with the property owner since that time, to reasonably reach an agreement to <br />acquire this property and relocate her and her son. <br />This property is a large duplex, each with two bedrooms and one bath. It was purchased in <br />2004 for $85,000, from proceeds of a settlement from the minor child's father's death. <br />Under our relocation policy, an additional $13,500 is eligible as a housing replacement <br />payment to move this property owner into a decent, safe, and sanitary home. The owner <br />and her son have found another home, but an administrative settlement of $10,900 is <br />needed to purchase it ($45,500 acquisition cost + $13,500 housing replacement payment + <br />$10,900 administrative settlement = new home's price of $69,900). <br />Two houses in the same immediate area (one next door and one across the street) were <br />acquired for $65,000. <br />Staff feels this administrative settlement is reasonable compared with other acquisitions in <br />this area, and requests your approval of the administrative settlement to allow for the <br />acquisition of this property and the owner's relocation. <br />What We Do Today Makes A Difference! <br />
