We now submit a 1st substitute to Bill 77-11 <br /> for consideration by the Common Council. <br /> Since the initial filing of Bill 77-11, upon further financial reviews conducted by the Office of the Controller, <br /> we have determined that additional budget transfers must be enacted to affect the increase and reduction <br /> of appropriations within various departments of the General Fund and other funds of the City of South <br /> Bend during 2011. <br /> Attached is a substitute spending appropriation bill for this purpose with an attachment providing details to <br /> all of the increases and reductions. The substitute line items are highlighted in blue color font. The <br /> attached schedule is incorporated into the bill itself and made a part thereof. <br /> The increases and reductions included herewith .are expenditure neutral for the 2011 budget, with <br /> increases and reductions netting to a zero dollar appropriation. <br /> I will present this bill to the Common Council at the appropriate Council Committee meeting, public <br /> hearing, and at the Council meeting. It is requested that this Substitute Bill 77-11 be introduced with 2nd <br /> read, public hearing, 3d reading and Council vote at the December 12, 2011 Council meeting, with <br /> assignment to the Personnel and Finance Committee. <br /> I am available to discuss any matters concerning this bill at the convenience of Council. <br /> Regard tara <br /> Gregg <br /> CC.'
