N. Barnes is the lowest and best bidder for thekind Of pavement heretofore adopted by the Board, and the Board finds that H. N. Barnes is the lowest and best bidder and hereby leas the contract for said improvement to them and Orders that said improvement be made with concrete and all proceedings hereto fore had in this matter are hereby confirmed and ratified.
