test of the primary specimen or a verified adulterated or <br />substituted test result. <br />• Substituted specimen means a specimen with creatinine and <br />specific gravity values that are so diminished that they are not <br />consistent with human urine. <br />• Testing levels means levels at or above when a specimen is <br />determined to be positive, and below when a specimen is <br />determined to be negative. <br />• Third Party Administrator (TPA) means an entity that <br />provides or coordinates one or more drug and/or alcohol testing <br />services to employers. A TPA typically provides or coordinates <br />the provision of a number of such services and performs <br />administrative tasks concerning the operation of drug and <br />alcohol testing programs for employers. This term includes, but <br />is not limited to, groups of employers who join together to <br />administer, as a single entity, the drug and alcohol testing <br />programs of its members (e.g., having a combined random <br />testing pool), <br />• 'Verified test means a drug test result or validity testing result <br />from a DHHS-certified laboratory that has undergone review <br />and final determination by the MRO. <br />DRUG TESTING <br />BCRC will provide an identification card to each participant <br />which will reflect the results of the Drug & Alcohol Screen Test <br />from the laboratory and as confirmed by the Medical Review <br />Officer (MRO). To implement an appropriate and acceptable <br />program, BCRC has adopted six (6) safeguards that reflect the <br />standards established by the U.S. Department of Health and <br />Human Services (DHHS) Substance Abuse and Mental Health <br />Services Administration (SAMHSA) for testing mandated by the <br />U.S. Department of Transportation.
