ACTION (ADVERTISE/CONTACT): In order for your bid to be deemed responsive, the City of South Bend requires at all perspective bidders complete no less than 2 of the following: Attend all pre -bid meetings scheduled by the City to inform MBE/WBEs of contracting and subcontracting opportunities. 2. Advertise in general circulation and/ortrade association publications concerning subcontracting opportunities, and X allow MBE/WBEs reasonable time to respond. Perform any and all necessary steps to provide written notice in a manner reasonably calculated to inform MBE/WBEs of subcontracting opportunities and allowed sufficient time for them to participate effectively. 4.
