<br /> Councilmember Gavin Ferlic, chair of the Community Investment Committee, reported that they
<br /> met this afternoon and send this bill forward with no recommendation due to the absence of a
<br /> presenter.
<br /> Dan Buckenmeyer, the Department of Community Investment, with offices on the 14th Floor of
<br /> the County-City Building, South Bend, IN, served as the presenter of this bill. Mr. Buckenmeyer
<br /> stated that he was present to request Council approval for an Economic Revitalization Area,
<br /> otherwise known as a tax abatement, for 5870 West Carbonmill Drive. He stated that a company
<br /> called Shambaugh & Son is looking to come in and build a new headquarters facility on the
<br /> property, with about $2,000,000 in investments in the building, 13,500 split between office and
<br /> warehouse space. They will be consolidating some out-of-town and in-town businesses into this
<br /> single location. They will relocate eighty-six (86) local jobs that were not formally in South Bend
<br /> and create twenty-five (25) new permanent, full-time jobs within the next three (3) years with a
<br /> salary range from $35,000 to $110,000 per year for the twenty-five (25) new jobs. It would be a
<br /> four (4) year phase-in abatement, at 100% to 90% to 80% to 70% over the four (4) years of the
<br /> abatement. The estimated total taxes would be $144,000 over the four (4)years, with$110,000 of
<br /> that abated, with Shambaugh & Son paying $34,000 in taxes ramping up to the full amount
<br /> following the abatement period.
<br /> Richard Doolittle, 4100 Edison Lakes Parkway, Mishawaka, IN, served as the petitioner of this
<br /> bill. Mr. Doolittle stated that Shambaugh & Son is located in South Bend and Mishawaka, with
<br /> approximately thirty-five (35) employees in-house (earning between $30,000 and $110,000) and
<br /> approximately fifty-five (55) to sixty (60) employees outside in the field, all of which are union
<br /> labor making union wage.
<br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and
<br /> opponents were given an opportunity to be heard.
<br /> None from the public wished to speak in favor of or opposition to this bill.
<br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 18-37. Councilmember John Voorde
<br /> seconded the motion which carried by a roll call vote of nine(9) ayes.

<br /> that they met this afternoon and send this bill forward with no recommendation.
<br /> Councilmember Gavin Ferlic made a motion to accept 2"d Substitute Bill No. 18-39.
<br /> Councilmember Karen White seconded the motion which carried by a voice vote of nine (9) ayes.
