REGULAR MEETING NOVEMBER 14, 2011 <br /> <br /> <br /> <br /> <br />BILL NO 18-11 AN ORDINANCE OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING VARIOUS ARTICLES AND <br />SECTIONS OF CHAPTER 6 OF THE SOUTH <br />BEND MUNICIPAL CODE PERTAINING TO <br />BUILDING FEES <br /> <br />Councilmember Varner made a motion to refer this bill to the Public Works Committee <br />and set it for Public Hearing and Third Reading on November 28, 2011. Councilmember <br />White seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />Councilmember Henry Davis, Jr. apologized for his comments earlier this evening <br />regarding the intersection of Western Avenue & Chapin Street. He did not mean to hurt <br />anyone’s feelings. <br /> <br /> <br />NEW BUSINESS <br /> <br />PRIVILEGE OF THE FLOOR <br /> <br />COMMENTS FROM MR. JIM CIERZNIAK REGARDING PERSON INHABITING <br />THE AREA AROUND THE JON HUNT PLAZA IN FROM OF THE MORRIS <br />PERFORMING ARTS CENTER <br />Mr. Cierzniak asked the Council for the City’s help in removing the “tent” people from <br />the Jon Hunt Plaza. <br /> <br />COMMENTS FROM MS. RITA KOPALA REGARDING FREEDOM OF SPEECH, <br />PUBLIC ACCESS AND TRANSPARENCY <br />Ms. Kopala stated that the “tent” people have every right to be at the Jon Hunt Plaza, <br />demonstrating peacefully for something that they believe in. She stated that it is their <br />right to freedom of speech, public access and transparency. <br /> <br />COMMENTS FROM MR. GARY KING REGARDING INDIVIDUALS SPEAKING <br />UNDER PRIVILEGE OF THE FLOOR WHO LIVE OUTSIDE THE CITY LIMITS <br />Mr. King stated that is just amazes him that people who do not live within the city limits <br />of South Bend come to the South Bend Common Council Meetings and speak under <br />privilege of the floor. He would like to see those people move back into the City of <br />South Bend. <br /> <br /> <br />ADJOURNMENT <br /> <br />There being no further business to come before the Council, President Derek D.
