REGULAR MEETING NOVEMBER 14, 2011 BILL NO 18-11 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING VARIOUS ARTICLES AND SECTIONS OF CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE PERTAINING TO BUILDING FEES Councilmember Varner made a motion to refer this bill to the Public Works Committee and set it for Public Hearing and Third Reading on November 28, 2011. Councilmember White seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember Henry Davis, Jr. apologized for his comments earlier this evening regarding the intersection of Western Avenue & Chapin Street. He did not mean to hurt anyone’s feelings. NEW BUSINESS PRIVILEGE OF THE FLOOR COMMENTS FROM MR. JIM CIERZNIAK REGARDING PERSON INHABITING THE AREA AROUND THE JON HUNT PLAZA IN FROM OF THE MORRIS PERFORMING ARTS CENTER Mr. Cierzniak asked the Council for the City’s help in removing the “tent” people from the Jon Hunt Plaza. COMMENTS FROM MS. RITA KOPALA REGARDING FREEDOM OF SPEECH, PUBLIC ACCESS AND TRANSPARENCY Ms. Kopala stated that the “tent” people have every right to be at the Jon Hunt Plaza, demonstrating peacefully for something that they believe in. She stated that it is their right to freedom of speech, public access and transparency. COMMENTS FROM MR. GARY KING REGARDING INDIVIDUALS SPEAKING UNDER PRIVILEGE OF THE FLOOR WHO LIVE OUTSIDE THE CITY LIMITS Mr. King stated that is just amazes him that people who do not live within the city limits of South Bend come to the South Bend Common Council Meetings and speak under privilege of the floor. He would like to see those people move back into the City of South Bend. ADJOURNMENT There being no further business to come before the Council, President Derek D.
