REGULAR MEETING OCTOBER 24, 2011 <br /> <br /> <br /> <br /> <br /> <br />PUBLIC HEARINGS <br /> <br />BILL NO. 64-11 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE CITY <br />OF SOUTH BEND TO ISSUE ITS ECONOMIC <br />DEVELOPMENT REVENUE BONDS OF 2011 <br />AND APPROVING AUTHORIZING OTHER <br />ACTIONS IN RESPECT THERETO $1,500,000 <br />SOUTH BEND ECONOMIC DEVELOPMENT <br />REVENUE BONDS, SERIES 2011 SOUTH BEND <br />CAREER ACADEMY PROJECT <br /> <br />Councilmember Rouse, Chairperson, Community & Economic Development Committee, <br />reported that this Committee met this afternoon and voted to send it to the full Council <br />with no recommendation. <br /> <br />Mr. Steve Hartz, Vice-President, South Bend Career Academy, residing at 63551 Miami <br />Road, South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Hartz advised that the bonds are being issued to finance the construction of a 106,000 <br />square foot charter school located at 3801 Crescent Circle in the Blackthorn Office Park. <br />He noted that the South Bend Economic Development Commission adopted their <br />resolution on September 19, 2011, finding that the financing of certain economic <br />development facilities of the South Bend Career Academy, Inc. complies with the <br />purposes and provisions of Indiana Code 36-7-11.9 and Indiana Code 36-7-12, and that <br />such financing will be of benefit to the health and welfare of the City of South Bend, <br />Indiana and its citizens. <br /> <br />Councilmember Henry Davis asked Mr. Hartz how many times have they asked the <br />South Bend Community School Corporation to do this. <br /> <br />Mr. Hartz stated they have asked the school corporation numerous times to no avail. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill.
