794 <br />Board met in regular session at 10:00 A.M. All members present. <br />Atty. Orie Parker appeared before the Board and filed a remonstrance as- <br />follows: - <br />TO THE HONORABT,E BOARD OF PUBLT C WORKS. <br />✓ We. the undersigned citizens, residents and property owners of the City of <br />South Bendm Indiana, hereby protest and remonstrate to your Honorable Board and say; <br />That we reside in the vicinity of the Franklin School Building on the comer of East <br />Sam ple and South Clinton Streets in said City; that said City by its Board of', <br />Public Works has heretofore and is now allowing and permitting the use of a portion of <br />said South Clinton Street a public highway opposite the said School property as a, <br />playground for the pupils of said school. That said street is used each school day for <br />a period of one hour during the forenoon and for a period of about one hour at noon <br />as a school playground, and for this purpose a strip of about two hundred feet of said <br />street is roped off by tw ropes running across the entire traveled public highway, to <br />the entire exclusion of all vehicles and travel for all purposes. That by reson of said <br />closing of said street at said times all traffiQ is suspended from Bronson Street to . <br />Sample Street on Clinton Street and all vehicles are compelled to go out of thie rway <br />a distance of four or five ordinary city blocks. That the residents are Prevented from <br />receiving legitimate and usual service from merchant delivers and are deprived from the <br />use of said street, for their own approach to their houses by vehicle , *T.d aredeprived of the usual and efficent fire protection to their homes and property._ That <br />residents immediately oppiste the school are annoyed Rnd greatly disturbed. in the peace <br />and quiet enjoyment of their properties; all to the, great damag e. and in jur3t of the <br />said properttes. The undersigned furtfler show that- they in a sufficient ground about <br />the school building that belongs to the City for use as a playground. <br />Therefore the undersigned p •-otest and-regxest the Honorable -Board to keep <br />and maintain said street as an open public hi f-�tway throughout the entire day. <br />Signed and dated October 25th.11915. <br />Owner of property JOSEPH GRUEGER 704 East Sample Street. <br />�► " Fred Raush, 729 Clinton Street. <br />* " H. Sample Street. <br />Dr. Montgomery appeared before the Board in regard to haVing a proper <br />drain installed on Erns3erger Street Mere said street is being improved. The Ciy <br />61 Engineer was instructed to take said matter up -with -County Engineer. <br />Atty. Dinnen appeared before the Board representing the South Bend Home <br />Telephone Company in the absence of Mr. E. C. Daicey, Mgr. of said company,. and dis- <br />cussed the laying of underground cuntbz.it. The Board informed tepresex tatives of <br />said company that the work would have to be done in accordance t1th the City Ordinance. <br />Bond and contract for Bituninous and Glutrin Bound Madadam pavement <br />on Leeper Avenue from Howard Street to Angella Avenue signed by H. N. Barnes as <br />principal and London Lancashire Indemnity Company of America was approved by the Board. <br />Permission granted the Central Union Telephone Company to set two 25 <br />✓ foot poles on west side of alley between Main and Michigan Streets no-th of Eckman <br />Street, also to notify said company to stencil all of their poles now standing in south <br />Bend according to City Ordinance. <br />Petition filed for a street light at or near the alley at the beginning <br />✓ of the 1100 block W. Colfax Avenue <br />Petition for a street light on North Walnut Street between LaPorte <br />,/ Avenue and Linden Street. Same, placed on file. <br />
