CATHERINE FANELLO <br />CONTROLLER <br />November 20, 2007 <br />Mr. Timothy Rouse, President <br />South Bend Common Council <br />4th Floor, County-City Building <br />South Bend, IN 46601 <br />Re: 2007 Budget Transfer & Appropriation Ordinances -Substitute Bills <br />Dear President Rouse: <br />Attached for the consideration and approval of the South Bend Common Council are <br />substitute bills that appropriate and transfer necessary dollars to cover any shortfalls in <br />major categories within the various City funds. In addition, I am enclosing for your <br />information a worksheet that provides more detail of the individual line items affected by <br />the proposed ordinances. Substitute bills are necessary because additional budget <br />transfers have been received from Engineering, Century Center, and the Fire Department. <br />Major categories include personnel, supplies, services, and capital. Depending on the <br />fund, we have covered additional appropriations from either an excess balance in <br />accounts or by cash balances. Transfers are covered by moving dollars from one <br />category to another within the departmental budget. I am asking the Council to continue <br />these bills to their December 10, 2007 meeting for advertising purposes. <br />Please feel free to call me if you have any questions.
