3. When feasible, utility lines shall be placed underground. <br />4. All properties within the Area shall be designed and <br />maintained so that the appearance of the premises and all <br />buildings thereon shall reflect a high level of design and <br />maintenance in keeping with the standards of the Area. <br />B. Public Improvements <br />In order to stimulate and facilitate new development and <br />expansion in the Area, the City of South Bend will construct <br />the following improvements in the Area, depending on the <br />availability of funds: <br />1. Widening, construction and other improvements relating to <br />new or existing roads. <br />2. Extension or construction of utilities such as water <br />mains, storm and sanitary sewers and other improvements <br />needed to serve the Area. <br />3. Other infrastructure improvements such as internal <br />streets, lighting, landscaping, sidewalks, curbs, etc., as <br />needed to serve the Area. <br />4. Other public improvements, as necessary for the project. <br />These public improvements will be phased as funds become available. <br />-7- <br />
