Staff Report <br />APC # 2456-07 <br />Owner: River of Life Family Church, Inc. <br />Location: 623 South St. Joseph Street <br />Jurisdiction: City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from SF2 Single Family and Two Family District to O <br />Office District to allow a Bureau of Motor Vehicles Branch Office. <br />Land Uses and Zoning: <br />On site: The site is currently being used as a parking lot. <br />North: To the north is a vacant lot zoned MU Mixed Use District and a single family <br />home zoned SF2 Single Family and Two Family District. <br />East: To the east are four single family homes and a vacant building zoned SF2 Single <br />Family and Two Family District. <br />South: To the south is vacant land and the railroad tracks zoned LI Light Industrial <br />District. <br />West: To the west is an office and vacant parcel zoned MU Mixed Use District. <br />District uses and development standards: <br />The "O" Office District is established to promote the development of general office uses and <br />complexes; professional health care uses and complexes; limited public and semi-public uses; <br />and, other uses which are generally compatible in physical appearance and service requirements <br />to office uses. The potential for the development of multifamily dwellings is also provided. <br />Site plan description: <br />The site is approximately 1.17 acres. The petitioner is proposing 7,000 square foot office <br />building. The proposed building is 27 feet in height. The building will cover approximately 14% <br />of the site. Parking and drives will cover an additional 52% of site. The remaining 34% will <br />consist of open space and landscaping. There are 73 proposed parking spaces for the <br />development. The site has one access point on St. Joseph Street. Type B residential bufferyard <br />and landscape screening is required along the northern and eastern property lines. <br />Utilities: <br />The site will be served by municipal sewer and water. <br />5 Criteria (per IC 36-7-4-603): <br />1.
