RESOLUTION NO. 1071 <br />RESOLUTION OF THE SOUTH BEND REDEVELOPMENT <br />COMMISSION AUTHORIZING THE EXECUTION OF <br />A LEASE FOR CERTAIN PUBLIC <br />IMPROVEMENTS ON BEHALF OF THE CITY OF <br />SOUTH BEND AND REGARDING OTHER RELATED MATTERS <br />WHEREAS, the South Bend Redevelopment Authority (the <br />"Authority ") has been created pursuant to IC 36 -7 -14.5 as a <br />separate body, corporate and politic, and as an instrumentality of <br />the City of South Bend to finance local public improvements for <br />lease to the South Bend Redevelopment Commission (the <br />"Commission "); and <br />WHEREAS, the Authority on June 26, 1992, adopted a <br />resolution indicating its intent to issue its South Bend <br />Redevelopment Authority lease rental revenue bonds for the purpose <br />of obtaining money for the cost of constructing and equipping a <br />golf course to be known as Blackthorn Golf Course, and related <br />expenses (the "Project ") pursuant to IC 36 -7- 14.5 -19 and approving <br />a proposed lease between the Authority and the Commission for the <br />Project and filed a copy of the proposed lease with the Commission; <br />and <br />WHEREAS, on June 26, 1992, the Commission approved the <br />proposed lease, scheduled a public hearing on the lease to be held <br />on July 10, 1992, at 10:00 a.m. (local time), at the office of the <br />Commission, and authorized the publication of a notice of public <br />hearing on the lease pursuant to IC 5 -3 -1; and <br />WHEREAS, a notice of public hearing on the lease was <br />published on June 26, 1992, pursuant to IC 5 -3 -1; and <br />
