EddyStreet-Edison Road Annexation Area 1 p <br />The plans that have been unveiled represent the collaborative efforts of the City of South Bend, the <br />University of Notre Dame, the residents, businesses and organizations of the Northeast <br />Neighborhood. It is anticipated that significant residential, commercial and mixed-use development <br />will occur on the site and areas directly to the south of the annexation area. It is further anticipated <br />that roughly 13 acres of the annexation area will be used for the development of a research park. <br />The proposed research park may contain several multi-story buildings of significant square footage <br />for research and business related purposes. <br />Resultingly, daily traffic volume is anticipated to increase and vehicular patterns will be altered. <br />Moreover, additional demands from the development will be placed on City of South Bend <br />infrastructure. Intersection roadway improvements as well as modifications to the City's water and <br />sewer network will be required to accommodate the development. By 2010, traffic movement and <br />safety on State Road 23 from Eddy Street to Edison Road is expected to be improved through <br />widening and traffic calming enhancements. <br />In consideration of pedestrian safety and proper vehicular movement, it is required as a condition <br />of annexation that the developers give very careful consideration to vehicular access and <br />circulation as well as pedestrian movement for the developments within the annexation area. If <br />possible, the site should include open space that could be linked in the future to other areas nearby <br />as part of a larger open space network. It should also be required that neo-traditional building/site <br />design elements be included in terms of context, setback, orientation, spacing, style, massing, <br />height, entry, fenestration, materials, accessory buildings, landscape buffering and lighting that <br />achieve development and design of the highest possible quality. It is required that the annexation <br />area integrate harmoniously with the surrounding residential areas. <br />Conceptual plans unveiled to date appear to satisfy most of the aforementioned requirements. <br />Preliminary designs show mixed-use buildings that feature small retail stores on the first floor and <br />apartments on the second and third floors. Town homes, row houses and villas with rear alley <br />access and centralized parking have also been presented. Pure retail buildings and a small hotel <br />may also be part of the mix of land uses. Buildings in the Research Park may mimic large <br />structures currently found on the University of Notre Dame campus. The building materials, set- <br />backs and other site elements and amenities for the proposed developments within the annexation <br />area appear to honor neo-traditional design fundamentals. <br />Building plans and other information to satisfy these requirements must be finalized between the <br />Developer and the City before the annexation is effective. <br />
