AGENDA SESSION OCTOBER 192011 50 <br />The Board of Public Safety met in the Agenda Review Session at 8:03 a.m. on Wednesday, <br />October 19, 2011 with Board Members Patrick D. Cottrell, Bruce J. BonDurant and Eddie Miller <br />present. Board Member Laura Vasquez was absent. Also present were Board Attorney Thomas <br />Bodnar, Police Chief Darryl Boykins, and Fire Chief Howard Buchanon. <br />The meeting was held in Classroom No. 1, Central Fire Station, 1222 South Michigan Street, <br />South Bend, Indiana. <br />Board members discussed the following items from the agenda: <br />- Swearing In of Probationary Firefighters <br />Fire Chief Howard Buchanon stated that all five (5) individuals being sworn in today are <br />Emergency Medical Technicians, two (2) are already Paramedics and the other three (3) <br />will be Paramedics by January. Mr. Bodnar suggested the Board begin their regular <br />meeting on the apparatus floor, take a recess after the swearing in of the firefighters, and <br />reconvene back in Classroom No. 1 to finish the meeting so the ceremony for the <br />swearing in could continue for the public without delay. <br />- Approve Duty Manual Changes — Police Department <br />Police Chief Darryl Boykins stated the changes to the Weapons section of the Duty <br />Manual are due to changes to the weapon's caliber. He noted some women on the Police <br />force have smaller hands and need smaller caliber weapons. <br />- Approve Special Police Commissions <br />Police Chief Darryl Boykins stated these commissions are for the writing of tickets for <br />fire violations. Fire Chief Howard Buchanon noted this has nothing to do with fire <br />inspections; the focus is on illegal burning. <br />- Emergency Towing List Rotation — Police Department <br />Mr. Bodnar stated he received a letter from a towing company that wishes to be on <br />the City Emergency Towing list. They pointed out that several of the current towing <br />companies have violated the requirements of the Resolution regarding percentage of <br />refusals to perform tows. Mr. Bodnar suggested the Board make a motion to authorize <br />Chief Boykins to send a thirty (30) day warning letter to those companies in violation for <br />this quarter. <br />Approve Indemnification Agreement — Police Department <br />Mr. Bodnar stated that the Tire Rack has offered their property for the Police Department <br />to do emergency vehicle training. He noted that the first weekend has already passed, <br />so the Chief has signed an indemnification agreement with the Tire Rack. <br />- Employee of the Month — Police Department <br />Police Chief Darryl Boykins stated Patrolman I't Class Jamil Elwaer was performing a <br />routine traffic stop when he smelled marijuana coming from the car. Upon searching the <br />vehicle, drugs were found hidden in secret compartments in the car. When searching the <br />trunk, a built -in safe was found, along with guns. Patrolman Elwacr obtained a search <br />warrant for the safe and found money, guns and more drugs inside of the safe. Chief <br />Boykins noted this was excellent work on what started out as a routine traffic stop. <br />ADJOURNMENT <br />There being no further business to come before the Board, Mr. Cottrell declared the meeting <br />adjourned at 8:24 a.m. <br />BOARD OF PUBLIC SAFETY <br />Patrick D.
