REGULAR MEETING OCTOBER 19 2011 52 been accepted into the Indiana Firefighters 1997 Pension Fund. The local Pension Board voted unanimously to approve these applicants for appointment to the South Bend Fire Department. The Ceremony opened with the South Bend Fire Department Honor Guard Presentation of Colors, followed by the Invocation led by Pastor Ricardo Taylor. Battalion Chief John Corthier, Fire Chief Howard Buchanon, and Mayor Stephen Luecke addressed those present and congratulated the new firefighters. Upon a motion made by Mr. BonDurant, seconded by Mr. Miller and carried, the recommendation for the above individuals to be accepted for employment as probationary firefighters was approved. The family members of the firefighters were asked to join them in standing for the swearing in. Mr. John Voorde, City Clerk, administered the Oath of Office to the above listed individuals, and Chief Buchanon and Mayor Stephen Luecke presented and pinned their badges on. The Board and the Chiefs wished them well in their endeavors with the South Bend Fire Department. RECESS AND RECONVENE Upon a motion by Mr. BonDurant, seconded by Mr. Miller and carried, the Board of Safety approved a five (5) minute recess at 10:05 a.m., to reconvene in Classroom No. 1 to finish the meeting. The meeting reconvened at 10:11 a.m. in Classroom No. 1 of the Central Fire Station. FILING OF MONTHLY STATISTICAL REPORT --- SEPTEMBER 2011 Chief Howard Buchanon submitted to the Board the monthly statistical report for the month of September 2011 compiled by the Prevention/Inspection Bureau of the Fire Department. POLICE DEPARTMENT APPROVE DUTY MANUAL CHANGES IN THE FORM OF GENERAL ORDER TO AUTHORIZE WEAPONS AND TRAINING POLICY In a letter to the Board, Chief Boykins requested the Board review the proposed changes to the Duty Manual and authorize the changes in the form of a General Order to the section regarding Authorized Weapons and Training. Chief Boykins noted the General Order on Authorized Weapons and Training has revisions along with a name change and does not replace any section of the Duty Manual. Upon motion made by Mr. BonDurant, seconded by Mr. Miller and carried, the recommended Duty Manual changes in the form of a General Order was approved. APPROVAL OF SPECIAL POLICE COMMISSIONS - Howard Buchanon - Kevin Kolber - Carl Buchanan - James Lopez - Mark Catanzarite - David Maenhout - John Corthier - Mark Nowicki - Steve Cox - Federico Rodriguez - Al Kirsits - Nick Tekler In a letter to the Board, Police Chief Darryl Boykins recommended that Special Police Commissions be issued for the year 2011, or until rescinded, to the above Fire Department individuals. Chief Boykins stated the commissions are issued for the purpose of writing citations and otherwise enforcing Chapter 9, Fire Prevention, of the South Bend Municipal Code. He noted the commissions do not authorize the powers of arrest, or the carrying of a weapon. Upon a motion made by Mr. BonDurant, seconded by Mr. Miller and carried, the Special Police Commissions were approved.
