REGULAR MEETING <br />OCTOBER 19 2011 52 <br />been accepted into the Indiana Firefighters 1997 Pension Fund. The local Pension Board voted <br />unanimously to approve these applicants for appointment to the South Bend Fire Department. <br />The Ceremony opened with the South Bend Fire Department Honor Guard Presentation of <br />Colors, followed by the Invocation led by Pastor Ricardo Taylor. Battalion Chief John Corthier, <br />Fire Chief Howard Buchanon, and Mayor Stephen Luecke addressed those present and <br />congratulated the new firefighters. Upon a motion made by Mr. BonDurant, seconded by Mr. <br />Miller and carried, the recommendation for the above individuals to be accepted for employment <br />as probationary firefighters was approved. The family members of the firefighters were asked to <br />join them in standing for the swearing in. Mr. John Voorde, City Clerk, administered the Oath of <br />Office to the above listed individuals, and Chief Buchanon and Mayor Stephen Luecke presented <br />and pinned their badges on. The Board and the Chiefs wished them well in their endeavors with <br />the South Bend Fire Department. <br />RECESS AND RECONVENE <br />Upon a motion by Mr. BonDurant, seconded by Mr. Miller and carried, the Board of Safety <br />approved a five (5) minute recess at 10:05 a.m., to reconvene in Classroom No. 1 to finish the <br />meeting. Chief Boykins noted the General Order on Authorized <br />Weapons and Training has revisions along with a name change and does not replace any section <br />of the Duty Manual. Upon motion made by Mr. BonDurant, seconded by Mr. Miller and carried, <br />the recommended Duty Manual changes in the form of a General Order was approved. <br />APPROVAL OF SPECIAL POLICE COMMISSIONS <br />- Howard Buchanon - Kevin Kolber <br />- Carl Buchanan - James Lopez <br />- Mark Catanzarite - David Maenhout <br />- John Corthier - Mark Nowicki <br />- Steve Cox - Federico Rodriguez <br />- Al Kirsits - Nick Tekler <br />In a letter to the Board, Police Chief Darryl Boykins recommended that Special Police <br />Commissions be issued for the year 2011, or until rescinded, to the above Fire Department <br />individuals. Chief Boykins stated the commissions are issued for the purpose of writing citations <br />and otherwise enforcing Chapter 9, Fire Prevention, of the South Bend Municipal Code. He <br />noted the commissions do not authorize the powers of arrest, or the carrying of a weapon. Upon <br />a motion made by Mr. BonDurant, seconded by Mr. Miller and carried, the Special Police <br />Commissions were approved. <br />
