Area Board of Zoning Appeals—November 2, 2011 <br /> COREY CRESSY <br /> The petition of Corey Cressy seeking a Special Exception to allow for Outdoor Recreational Uses in a"CB" <br /> District and for a variance from the required 135 parking spaces to 29 spaces; from the required faeade <br /> landscaping to no landscaping on the south faeade and from the perimeter landscaping to landscaping as <br /> shown on the site plan,on property located at 1145 Northside Blvd. and vacant land northwest of 1145 <br /> Northside Blvd., Portage Township. Zoned"CB". <br /> MR. COREY CRESSY: My address of my office is 3930 Edison Lakes Parkway, Suite 200, Mishawaka. <br /> Hopefully you all just got the handout there. There's a site plan and an aerial and I labeled five parcels, <br /> A,B,C jD & E. And I'm going to reference that and hopefully that will make things clearer. Parcel C, which <br /> is 1145 Northside Blvd., is currently zoned Light Industrial and there's a tenant in there doing enzyme <br /> research but I have that parcel under contract and my intention is to convert that to a reception hall. And I <br /> would acquire this property probably at the end of this year. That tenant would remain in there through July <br /> of next year and they'd I begin the conversion. But my request for a parking variance from 135 to 29 is <br /> practically, I should also point out Parcel B, I have that parcel under contract. It is currently owned by <br /> Koontz-Wagner and originally I was going to acquire that and put parking there but meeting with the <br /> YMCA, which is hopefully labeled there on your drawing. The YMCA uses Parcel A for their playing fields <br /> for their youth program and they would love to see more playing fields so we have agreed to, although we <br /> haven't finalized the agreement, to basically swap and A and B. So I would end up with A and C. And the <br /> YMCA would acquire B and convert that to playing fields. They could continue using Parcels A for playing <br /> fields for exchange they're going to allow me to park on D and E. D has 36 parking spots that they just <br /> paved and they almost never use. And E has 97 parking spots. Also in your packet is a license agreement <br /> that is just over one page. We haven't finalized that yet. They're still working on it. It has to go to their <br /> Board of Directors and Board of Trustees but Dan the CEO at the YMCA also has written a letter in support <br /> of my proposed parking variance. And I also point out their primary parking is to the south of their building. <br /> There is a lot there, I'm not sure how many parking spots that has, maybe 45, but I'm not intending to use <br /> that at all. I'm also requesting a Special Exception for outdoor recreation on Parcel A. That is the one that <br /> the YMCA currently owns but I will be acquiring and it's zoned Mixed Use right now which allows playing <br /> fields but I'll be going for rezoning to get that to Community Business to make it consistent with Parcel C <br /> for a reception hall. So I need to get a Special Exception in order for the YMCA to use that Parcel A to <br /> continue to using it as they are using it now which is playing fields. And then finally I'm requesting, if you <br /> look at the site that shows Parcel C, the building there. The building is kind of angled compared to <br /> Northside Blvd. so it's kind of up for debate where the front of the building is. I believe the west side is the <br /> front and that's where I'm going to make the main entry. So I'm asking for a variance not to require <br /> landscaping on the south side of the building. There's currently a ramp there and what looks like six parking <br /> spots. So I'm requesting that variance and then also that the perimeter landscaping be as shown on the <br /> drawing. Right now you can see the railroad tracks go right there and they're way up high and it's very <br /> overgrown and I don't want the YMCA to have to modify that. Parcel A is basically going to stay the way it <br /> is. So hopefully you followed that and if you have any questions, please let me know. <br /> MR.
