Housing <br /> (1) continued... <br /> Upon a motion by Mr. Downes, seconded by COMMISSION APPROVED THE LOAN AND GRANT <br /> Mr. Varner and unanimously carried, the IN CONNECTION WITH THE SOUTH BEND HOME <br /> Commission approved the Loan and Grant in IMPROVEMENT PROGRAM FOR PROPERTY <br /> LOCATED AT 104 S.IRONWOOD DRIVE(CLYDE J. <br /> connection with the South Bend Home GILVIN,JR.AND DONITA J.GILVIN). <br /> Improvement Program for property located at <br /> 104 S. Ironwood Drive (Clyde J. Gilvin, Jr. <br /> and Donita J. Gilvin). <br /> D. South Bend Central Development Area <br /> (1) Resolution No. 2951 expanding the <br /> boundaries of the South Bend Central <br /> Development Area, expanding the <br /> Allocation Area for the purposes of tax <br /> increment financing and amending the <br /> Development Plan for the South Bend <br /> Central Development Area. <br /> Mr. Kain noted that on September 27, 2011, <br /> he reported to the Commission regarding the <br /> Howard Park Master Plan and the Transpo <br /> site and spoke about residential development <br /> on that site. This is the declaratory resolution <br /> to expand the South Bend Central <br /> Development Area boundary to include a <br /> portion of the Transpo site that is currently <br /> outside the development area as well as some <br /> other parcels adjacent to Transpo that are <br /> non-compatible uses. The primary function <br /> of the expansion would be to allow the city to <br /> help with infrastructure work when the <br /> Transpo site redevelopment takes place. The <br /> Department of Public Works prepared a <br /> budget totaling approximately $1.5 million <br /> for infrastructure over the next few years as <br /> the Transpo project takes off The expansion <br /> 9 <br />
