REGULAR MEETING OCTOBER 24, 2011 350 <br /> APPROVAL OF REQUEST TO EXTEND THE USE OF CITY-OWNED PROPERTY AS A <br /> COMMUNITY GARDEN— 802 KALEY STREET <br /> Mr. Gilot advised that a request from the Westside Neighborhood Organic Gardens, which has <br /> had permission from the Board to have a community garden at 802 Kaley Street since 2008, has <br /> submitted a request to extend their current agreement from November of 2011 to November 30, <br /> 2012 for growing root vegetables. Ms. Judith Rubleske, applicant, noted that these vegetables are <br /> planted in July and the harvest would not be until the end of November, 2012. This request also <br /> asks the Board for permission to install a fence around the garden to prevent rabbits from eating <br /> the produce. Area Plan Commission stated a Building Permit should be obtained for the <br /> placement of a fence and it should meet the general regulations for residential districts. No <br /> objections were received from Code Enforcement, the Fire Department, Economic Development, <br /> the Police Department, or Engineering. Therefore, upon a motion made by Mr. Gilot, seconded <br /> by Mr. Inks and carried, the request was approved. <br /> FILING OF MONTHLY AND PERFORMANCE MEASURE REPORTS — DEPARTMENT <br /> OF PUBLIC WORKS <br /> The Division of Central Services and Environmental Services submitted their Monthly and <br /> Performance Reports for the month of September 2011. There being no further discussion, upon <br /> a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the monthly reports were <br /> accepted and filed. <br /> FILING OF SAFETY REPORT_DEPARTMENT OF PUBLIC WORKS <br /> The Division of Central Services submitted their Safety Report for September 2011. This report <br /> reflects injuries and accidents for each month and provides for a comparison. There being no <br /> further discussion, upon a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the <br /> report was accepted and fled. <br /> RATIFY APPROVAL OF CONTRACTOR AND EXCAVATION BONDS <br /> The following Contractor and Excavation Bonds were presented to the Board for ratification <br /> pursuant to Resolution 100-2000: <br /> A. Contractor Bonds <br /> 1. John Ward Concrete, Inc. —Approved October 6, 2011 <br /> B. Excavation Bonds <br /> 1. D&M Excavating, inc. —Approved October 11, 2011 <br /> Mr. Inks made a motion that the Bonds approval as outlined above be ratified. Mr. Littrell seconded the motion, which carried. <br /> PRIVILEGE OF THE FLOOR <br /> Mr. Murray Miller, Local No. 645, questioned whether the bidding on the Potawatomi <br /> Conservatory falls under the Board of Works jurisdiction. Mr. Gilot stated when there is a bid of <br /> that magnitude, the Park Department asks the Board of Works to act as their agent. He noted <br /> they don't normally bid such large amounts and are not familiar with the process. Ms. Greene <br /> stated the Park Board has independent contracting authority, but they are not familiar with the <br /> construction process so they designated the process to the Board of Works.
